You are gonna get a DX9 game with DX11 slapped on... to integrate DX11 they would have to rewrite all the levels, and remake all the maps... you can't just change the code...
Just who said they don't have already all levels and maps in DX11?
For now I see it like this:
Crytek made the game with DX11 from the start, levels and every bells and whistles. Now the release date came close and they had no time finishing the DX11 engine backend.
What did they do? Put all DX9 content, like, DX9 maps on disk and hold the DX11 data back to download it later when the backend is finished. Sure that would result in a multi GB patch size but honestly, just yesterday I downloaded a 1.6GB patch for SOCOM on my PS3 and MMOs sometimes even have 3GB+ patches when new content is released so honestly I myself wouldn't mind downloading a huge patch for C2 at all.
