Dynamic Snow Fall ...where did it go?

Just realized from reading old previews the snow fall was supposedly dynamic. Have yet to see an
in game example of this yet, or anything close to it.

I've seen it pile up on the road just southeast of Morthal.

Been in a few snow storms normally occurs in areas with snow already existing eg up around Winterhold or a lot of the mountain passes.

I was on a mountain when a very heavy snow storm literally swept in with blizzard like wind. I didn't like that visibility was severely limited, but I couldn't help but watch in amazement at how real it all looked. I was immersed in the game at that point.

I've seen snow pile up in different places.
Not just a smooth path of snow.

Saw a video of a guys map and Windhelm was completely covered in snow and on mine it is not. While Winterhold is 100% covered in snow and always has blizzards.

This may be it?

And during blizzards you cant see anything...
