Early PC fix for crappy magic system

Here ya go. Should make playing a Mage fun again. Love how fast the mod community has gone to work fixing stuff that Bethesda couldn't be assed to.

Nice thank you! :celebration: just a question: when something like this comes out I always fear that it will overpower mages, you tried to see if thing are balanced? thx anyway !

I'm using it now, but am not playing a character who is primarily a magic-user. The changes he made were pretty minor, though, other than for Destruction which was in need of some serious help. This should afford people the opportunity to play a character that uses Destruction as a primary means of damage output.
