OOC: Alright Drop_dead, thanks for clarifying that. Also I think I'm going to do a small monologue with Autumn too, with a response to the Tenpenny actions. I think thats a primary source of conflict right now and I'd like to expand on it.

Colonel Autumn Enclave of the United States

*As Mr. Burke enters the room, Autumn eyes him with some suspicion. Tensions between the Enclave and Tenpenny Industries had been increasing as of late, and the Enclave had grown weary of Tenpenny's expansion in the south. When Mr. Burke walked in, Autumn had a flashback to a meeting he had with President Eden and the Presidential cabinet concerning the situation with Tenpenny.*

"Mr. President, Department of Defense Intelligence Agents have been unable to fully determine the nature of the "project" alluded to by Mr. Burke during the last convention. As of this point, we can't determine whether or not it poses a threat to the Enclave or what the intentions of Burke and Tenpenny are."

"I don't like surprises Colonel Autumn, whatever Burke and Tenpenny are doing does not sit well with me. I could care less if all Tenpenny wishes to do is create his own micro state in the south of the capital wasteland, indeed progress in the hands of Tenpenny is far preferred than no progress at all. However, if they are planning an attack of some sort......"

At that moment, the secretary of Defense had chimed in:

"If they are planning an attack of some sort, Mr. President, we should authorize a military strike immediately. Rivet City would almost certainly support us, but the Enclave alone would be able to obliterate them. We have a vertibird fleet larger than we've ever had before, Hellfire armored divisions, deathclaw close combat Bio-organic weapons.....they wouldn't stand a chance. No matter how many damned mercenaries they've hired! Their weapons wouldn't even be able to penetrate our armor! Lets take them out now and be done with it!"

President Eden had refused however.

"And how would that look Major? The Enclave attacking a group of progressive people? We'd be seen as aggressive conquers, not the image we wish to portray. No, we must unfortunately wait and see what occurs. In the meantime, create a contingency plan in the event of some sort of aggressive action. We need to be ready regardless. The delegates will be meeting again soon, and Autumn will be sent to the Institute to continue negotiations. Colonel Autumn, I expect you understand what you need to do?"

"Yes sir."

"Very Well then, the meeting is dismissed."

*Autumn now turns to Burke, his thoughts concerning the past discussion set aside for more pressing matters in the present*

"Ah, Mr. Burke, I'm pleased to see you have arrived. I trust Tenpenny Industries is progressing smoothly?"

*The protectron server brings Autumn his tea and he takes a sip of the beverage.*

*Autumn then hears the discussion between Ganius and Burke concerning Tenpenny helping in the war-effort against the Super-mutants*

"If I may interject, perhaps it would be better if we settle on a plan to deal with the source of the mutations. The DC ruins are being swiftly reclaimed by the Enclave and Rivet City, however, the land surrounding Vault 87 remains swarming with mutants. Vault 87 should be our primary target. Without their source of FEV, the super-mutants can no longer capture wastelanders or have a base of operations. They will either scatter or die off eventually."

*Miriam took out a piece of binder paper form her history book and tore it half. She took out a pencil and wrote*

"Greenfield, meet us there tomorrow. Important issues to discuss about Tenpenny Industries and the project. You will see a shining sign that says Greenfield. Land near the abandoned mine here. I will meet you there. She wrote down the coordinates. When she was done writing, she had to think of a diversion.

*Miriam dropped her pocket bible

"Colonel Autumn, can you be a gentleman and give my bible.

*She had her note on her left hand, holding it. When Colonel Autumn would bring up his head, he would see it and surely grab it.

I was more hoping for you to take the wilderness northwest of DC instead of the ruins themselves, the Enclave and Rivet City can handle that.

I agree that we should better our relations.

"Mr. Autumn. A pleasure, as always. I see the recent year hasn't taken much of a toll on you," Burke smirks, changing his position away from Ganius and towards Autumn. "And yes, the progress Tenpenny Industries is making is simply astounding. Settlements have been popping up all over our new state, technology is progressing at an astonishing rate, and production is at its peak. Our equipment is some of the best on the market within the eastern coats; We've been shipping out all over the United States, and even to a couple locations up here. But forget the technical feats; Culturally, Tenpenny Tower's progress has been astounding. With the extra caps from production, we were able to great expand the ground and second floors. We now have our own theater, complete with shows every night, a game room where you can bet caps to compete for prizes, and a vast shopping district." A wide smile grew upon Burke's face as he spoke about Tenpenny and its progress. "I simply must urge you to come visit; as a gesture of goodwill, the first three nights will be on the house, courtesy of me,"

Noticing that he had talked up a storm, Burke decided to stop bragging about the feats of Tenpenny Industries. "But yes, on to more urgent matters. The Super Mutant Threat. And I agree with Autumn; a forward assault on Vault 87 seems to be the best tactical option. I will extend Tenpenny Industries forces to join hand and hand with the Enclave and anyone else who wishes to put their two cents in. I will see to it that my own personal guard accompany your men, Mr. Autumn," Burke then turns to Ganius, "And after Vault 87 has been dealt with, we shall progress into the D.C. wilderness and eliminate any remaining Mutant threats,"

"Mr Burke, i am afraid the Abbey can not do that. It is to risky. Our Church there will find other peaceful ways to combat the Ghoul bigotry. At first I thought you hated Ghouls

"Now as for the matter of Vault 87, I'm afraid a frontal assault is too risky. We'd be losing more lives than necessary and frankly, there is no need to send our soldiers into the inky blackness of that base to be ambushed by super-mutants soldiers. Needless to say the radiation levels would likely kill anyone but Enclave Power-armored troops anyway."

*Autumn takes out a laser pointer and begins indicating positions on the holographic map*

"Instead, I would advise a more indirect, but still very much effective strategy. We lay siege to Vault 87. Our forces approach enmasse from the surrounding wasteland from all directions, killing and pushing the super-mutants in that area back into their lair. Once the area is secure, we begin the formation of a tightly secured perimeter. Enclave photonic resonance barriers would be deployed to form a wall encircling the Vault, and we would station men and robotic turrets around it. Any mutants that would leave the vault entrance would be shot on sight. Eventually, and it will take some time, the supermutants will be deprived of both food and water and would die off. They may not be human, but they require the same basic things as we do."

"Is this plan agreed upon?"

*Autumn waits for a response and then turns to the Institute delegate.*

His attention then shifts to Colonel Autumn. "Things have blossomed quite well between our two groups, wouldn't you say Colonel?"

*Autumn takes a drink of his tea and smiles.*

Indeed it has Mr. LaCroix, the Enclave is very pleased to count the Institute amongst its friends.

OOC - OK...a 20mm and a 40mm cannon. We would also request copies of any service, depot maintenance, and operator's manuals Rivet City had. For that we'd supply your further needs at, say, 20% off?

I have no problem with that but you should take it up with the Enclave.

OOC: Not too large. The year brought a surge of settlers, but still it doesn't contain a population anywhere near Rivet Cities or Megaton. Tenpenny Tower contains a majority of the important population, and it itself can only hold two hundred guests at once. The outer territories themselves contain varying population ranges; again, nothing too large. Tenpenny is just hitting its golden age, and it can hardly match the other factions in population at the time.

Mr. Burke - Tenpenny Industries

Burke politely listened to the Colonel's plan, taking sips from his glass during the demonstration. At the end, Burke felt the need to enter his own input.

"That's a lovely plan, Colonel, and that specific tactic would do wonders on any enemy.. Excluding the mutants of Vault 87, that is. Gentlemen," Burke stood up, performing his own demonstration similar to Autumns. "While laying siege, or in layman's terms "waiting them out", may work for the Enclave, I see it as a waste of both time and resources. We have no idea how the Mutants bodily systems function, or what they have hidden within that Vault. I'm sure they are well prepared, and with the limited knowledge we have now, who knows how long they could hold out; Weeks? Months? Years? On top of that, we would lose the element of surprise, and they would surely increase defense fortifications on all fronts," Burke paused for a slow moment, watching the tension rise between the delegates. "Now, you may be asking yourselves, "Well? What should we do then Mr. Burke?". Well, I'll tell you. Let me and my men launch our own operation from within Vault 87. Yes, gentlemen, I said within. I'm talking about sabotage. Before we brutally lay siege and waste our opportunity, let my men perform a personal suicide mission to find a way into the Vault, past the radiation, and sabotage it from the inside; thus, sending the enemy out of their encampment and straight towards the awaiting Enclave, Tenpenny, and Talon Company armies awaiting just over the hilltop," Burke takes his seat. "I'll take full responsibility for the potential screw-up for this mission. Simply give my men a chance, nothing more, my dearest delegates,"

After his own demonstration, Burke decided to end it on a good note. "Besides, if the plan fails miserably, you can still continue on with your "siege". Nothing lost on your accounts." Burke takes a sip from his glass. "All in favor?"

Whats she playing at? Does she actually have any information about Tenpenny Industries' Project? Doubtful, not even the Vault tech engineers were able to find out any good piece of intelligence. They've kept it well under raps. Regardless though, I should probably keep this in mind.

OOC: Finally someone posted, i dont why there isnt a lot of activity. Anyway, how should we arrange the meeting. Should hold another convention 1 year later, but at the start we both write a flashback in a similar manner of a convention. What do you think.

Mr. Burke - Tenpenny Industries

Burke smiles at the look upon the good Colonel's face, knowing he had rightly completed what he set out to do. "But Colonel, why force your troops into a unneeded siege for months when my men could accomplish what you wish within a week? Surely even the Enclave knows a good opportunity when they see it. Unlike your walking tanks, Tenpenny's elite can easily sneak by the revolting mutants without a doubt, and allow us to finish the job much quicker," Burke pauses, "And yet, all my men are ready to die for the glorious future of Tenpenny. What is, say, ten of my men to saving hundreds if not thousands within the wastes?"

"It is an equal Trade-Off Colonel. I assure you that; and a much faster choice then starving them out,"

The question is not one of whether or not your men are capable. It is a mater of need. We do not need the men (and women?) of Tenpenny industries to die, when a much safer alternative can be arranged. I am sure that the combined forces of Rivet City, Megaton, The Institute, Tenpenny Industries, Vault 101, And The Enclave would be more than enough to handle the Supermutants (and the 101 personnel have been in there, remember so we know) without any casualties.

Paladin winter enters the room and takes a seat, orders a glass of whiskey before speaking up "The Brotherhood is in need of steel and pre-war engines from cars and other sorts of things we also if possible would like heavy canvas for reasons that are our own" his whiskey arrives he takes a sip from it before waiting for a reply.
