CONTINUATION OF THE EAST COAST CONVENTION: Thread Two

The Institute Convention- Set One Year Following the Events of the East Coast Convention (Adams Convention).

Factions: A list of current factions and the members that represent them can be found on the sign up page. If anyone who hasn’t joined up yet wants to, faction possibilities include Canterbury Commons, Regulators, or a variety of other groups. Or even your own faction. Just post a faction description to the “East Coast Convention Sign-Up thread” and I’ll approve it so you can start posting in the main thread here.

The following deals took place during the last convention (here’s their tentative outcomes, let me know if I left anything out):

(Also we have a few outstanding deals from the last convention, so if the delegates those are meant for could respond to them in either the first East Coast convention thread or the sign-up thread if the first thread gets locked, I'll add them to the list. If no response comes, we'll just assume the offers were refused)

-Abbey Dealings

With the permission of Rivet City, The Abbey of the Road made contact with Father Clifford and established a mission effort within the City connected with St. Monica’s church. The church of St. Monica has thus been catering to the spiritual and medical needs of the Rivet City community.

With Megaton’s permission, the Abbey began making tentative efforts to establish a church inside Megaton, but were met with fierce opposition from the Children of Atom. While the church was built, great verbal arguments have occurred between these two groups in the streets of Megaton and some in the city grow weary of the theological debate. The Abbey has done much to help the downtrodden of the city however.

The Abbey agreed to provide a librarys worth of pre-war books and information to the Institute in exchange for computers to store their ever increasing amount of data on, as well as turrets for the purpose of defending the Abbey.

The Abbey also sent a couple geneticists to Vault 101 to aid in their fertility and breeding programs.

The Abbey provided a few of its best medical personnel to the Pitt for the purposes of finding a cure for the Trog Degeneration Contagion. The cure however even with this increase in personnel has been slow due to the reservations Ashur has against hurting or harming his beloved daughter. However, Sandra and the Abbey doctors believe they are on the edge of a break-through and indeed expect the cure to come within the next few months. This has been met with joy amongst the citizens of the Pitt.

Tenpenny Tower now hosts a mission from the Abbey as well, which has been met with some degree of consternation from the citizens of the Tower, who dislike the order's pious ways. However, they have given Tenpenny Tower excellent medical care.

The Abbey hired Talon Company mercs to clear out and secure the Jury Street Metro station. They have set up a mission there for the purposes of helping wastelanders in the Capital Wasteland and have a small security force of their own now.

-Enclave Dealings

The Enclave made agreements with Rivet City for the shipment of fresh water to the city, which was greatly appreciated by the citizens thirsty for fresh water. This influx of clean water has also allowed for the expansion of the Rivet City hydrophonics farm which now has the capacity to meet the food needs of many individuals. Rivet City, has supplied some of this fresh food to the Enclave, under their initial agreement.

The Enclave also agreed to begin Vertibird bombing runs to the area directly north of Rivet City in order to wipe the area clean of Super-mutants and allow for the expansion of Rivet City. Carpet bombing tactics were also deployed along the roads leading along the Potomac, in order to open a protected trade route for Rivet City. As a result of these efforts, Rivet City has been able to expand beyond the confines of the carrier and into the DC ruins around the Anacostia Metro station and some degree north of it.

Talon Company was hired for the purposes of helping the Enclave in the capture of deathclaw specimens for mind-control usage. With the combined work of Talon Company mercs and Enclave soldiers, a good portion of the deathclaws around Old Olney have been cleared out. Although the area is still not safe.

-Institute Dealings

The Institute and the Enclave concluded a trade of technology for the purposes of friendly overtures. The Enclave agreed to station a squad of three Vertibirds at the Institute under the control of the Enclave for the purposes of further protecting it. The Enclave also provided several suits of Enclave regular APA as gifts to be reverse engineered, which the Institute readily did. The Institute now is able to outfit much of its human security force with this APA. In return, the Institute agreed to upgrade the Enclave plasma weaponry and its robotic forces. This has lead to a successful 75% increase in Plasma weapon effectiveness and a 50% increase in the strength and power of their robots and the ways in which they are produced.

-Vault 101 Dealings

The Enclave and Vault 101 agreed to allow for intermarriage between their two factions on the basis of each being of pure-human and healthy genetic stock. This has led to many couplings of individuals between the two groups and quite a few children have already been born, with many other women pregnant. As a result, the two groups now virtually see each other as family and something of a unified faction, although they still maintain their separate identities.

Vault 101 agreed to provide a limited amount of food to Megaton, which the people of the city graciously accepted.

Vault 101 was provided new doctors by the Abbey of the Road, and through medical training, the vault has begun training its own medical personnel.

The Abbey of the Road and Vault 101 formed a small expedition team for the purposes of delving into the Vaults surrounding the DC area. The Enclave agreed to provide Advanced Power Amor and training to the Vault personnel as well as a Vertibird for the purposes of transporting the expedition. Over the course of the year, they explored and scavenged most of the Vaults in the DC area, clearing them of adversaries and searching for information amongst the abandoned archives. This information has been of great value to both groups. As Autumn predicted however, all the Vaults were proven to be uninhabitable due to either the experiments that had been performed in them, or simply the degradation of the Vaults structure. They were obviously unable to visit Vault 87 and were surprisingly unable to open Vault 112, as the passwords provided by the Enclave did not seem to match up. Suggesting that someone was still alive in the Vault and controlling its systems.

-Tenpenny Dealings

After a round of debate between Mr. Burke and President Eden, the Enclave and Tenpenny Tower and Associates struck a deal in order to prevent hostilities. The Enclave agreed to provide a few vertibird patrols in the area in order to safeguard the tower from threats. Likewise, the Enclave initiated a combined air and ground strike against the raiders in Evergreen Mills. Two Sigma Squad Special Operations teams assaulted the raider hideout and exterminated the hostiles within. They occupied Evergreen Mills for a few months and the agreed to turn over the derelict factory to Tenpenny upon the condition that Tenpenny inform them of the purpose for which he wanted the facility (Drop_dead will decide what that was). Tenpenny has thus sent an occupying force of security troops to the location.

Tenpenny also sent a force to clear out the Dunwich building, which was likewise a success.

Vault 101 agreed to provide a few technicians to Tenpenny Tower to help with work on some sort of "Project."

- Pitt Dealings

The Enclave and the Pitt agreed to several deals which has strengthened the power of both. Initially the Enclave agreed to provide the Pitt with what Fresh water it could via vertibird transport to Haven. While unable to meet the demand of all the Pitt’s citizens, the water was graciously accepted. The Enclave has also been providing the Pitt with details on how to construct their own water purifier in order to begin making their own fresh water. In exchange, the Pitt has been providing a massive amount of raw materials to the Enclave which it has used to expand its fleet of vertibirds as well as its numbers of weapons, armors, and armaments. While the purifier construction is close to completion, a GECK for the purifier remains elusive.

In order to ensure that this large amount of trade between the Enclave and the Pitt (as well as the Capital Wasteland as a whole) remains open, the Enclave and the Pitt, along with limited help from the Abbey of the Road, have been constructing a series of military outposts along the I-70/I-76 and I-270 interstate roads as well as providing patrols of both Pitt soldiers and Enclave vertibirds. This has allowed both the Pitt, the Enclave, and many cities within the capital wasteland to maintain connected through trade with each other.

The Pitt also hired many Talon Company soldiers for the purpose of clearing out Trogs in their city. Ever the skillful soldiers, Talon Company has wiped out many of these mutants and has been handsomely rewarded.

-Megaton Dealings

Megaton, in order to meet its expanding need for building materials made a deal with the Pitt for a brick firing kiln, which was transported to Megaton. In return, Megaton agreed to “reroute” independent caravans to the Pitt full of supplies. With this extra building material, Megaton was able to provide homes for many of its displaced refugees.

The Enclave also agreed to provide large amounts of fresh water to the people of Megaton which arrived quickly and efficiently via Vertibird. In addition, the Enclave established a forward operating base near Megaton in the city of Springfield which has been fortified with the purpose of protecting Megaton. An Enclave strike team also assaulted the raiders in the ruins of the Springvale school shortly after arriving and annihilated everyone within it. As a result, the many of the common people of Megaton have begun to look upon the Enclave as the saviors of the wasteland. Several individuals throughout the city regularly listen to Enclave radio.

-Rivet City Dealings (Sebor this was in response to the post you made on the last page that I sort of missed, which the Enclave would have agreed to)

In order to begin the task of combating the mutants occupying the downtown DC ruins, the Enclave and Rivet City has just recently in the last month formed a collation force for this express purpose. Military actions have been launched under the combined strategic plan dubbed “Operation Audacity.” Enclave military and Rivet City security forces have thus begun launching attacks against the mutants within the ruins. Primarily the Enclave has contributed with sustained aerial bombing and supporting shock roles with Hellfire troopers as well as mind-controlled Deathclaws. Rivet City has likewise been using its security ground forces which were given limited training in urban warfare by Enclave military officers. The battle has been slow-going, but the initial push of the operation has led to the combined forces coming close to entering the DC Mall from the south. As the convention approaches this is where the battle-line currently lies.

CONVENTION SETTING:

The convention will be occurring in the Institute:

Time: Late in the evening, the sun has already set and the land around is completely dark except for the imposing structure of the Institute.

*The Institute is a massive facility whose lighted glass bio-domes and buildings can be seen from miles around and which looks like an oasis of light and civilization in the inky blacknesss of the wasteland surrounding it. The facility is enclosed by a very thick and high concrete wall which separates it from the rest of the world. Inside, the hallways and walls are well lit and almost sterile, looking very much like a pre-war hospital.*

*The convention room is set in the center of the facility in the largest of the facilities bio-domes. Inside, the room is much like the rest of the Institute, clean, white, and sterile. At the center of the room lies a convention table which forms three fourths of a square with the final side of it being open towards a wall on the farbside. Executive board-room style chairs line the table for the delegates to sit. The hum of instruments and computers can be heard faintly in the background. As the table faces towards a large blank wall, a map of the East Coast is being projected on the wall from a device on the ceiling. Two exits exist on either side of this same wall, which is guarded by Institute security. Meals and drinks will be provided by two service protectrons who stand on opposite sides of the table along the wall*

*As in the first convention, the Enclave has agreed to provide transportation, with the vertibirds landing in an enclosed outside area within the Institute.*

Major Gomez; 101

*The Vertibird carrying Major Gomez lands softly on the ground outside the conference centre. He thanks his Pilot, now also his brother-in-law due to the intermarrying between Vault Dwellers and The Enclave.

*He walks into the conference room and sits down at the end of the table, waiting for the other ambassadors.

*Deciding he may need a drink remembering the events of the last convention, he orders a large glass of scotch.*

Ashur

*Ashur smiles*

"Excellent", said Ashur. "To recap, I will pay a ten cap bounty per Trog confirmed slain by your men. Proof of kill will be set as the right hand of the Trog. Payment will be rendered in cash, or in goods from our standard sales catalog at 60% of their retail value at your discretion. Is this agreeable?"

OOC- The offer is items at 60% of thier base value, which is what Traders buying goods from the Pitt to resell elsewhere pay. As an example, a Chinese Assault Rifle at 100% condition has a base value of 500 caps but only cost 300 caps under the deal.

"Yes that is agreeable."

Miriam Godwinson - Abbey of the Road
"If Talon Company did change then I hope you act in a professinal manner as a mercenary group. "I have been looking at the map of D.C, all charted locations by the Enclave.

*Miriam points to the middle of the map*

"There is a place called Jury Station". Since it has a few vacant building, a radio tower to start recruiting people if they want to join the Abbey, and a metro station, Its prime for us to create a settlement for the wastes. The Abbey want to hire you to clear the place out of any raiders or hostile mutants. My personnel will accompany you. If there is and friendly wastleanders there, tell them the Abbey is creating a outpost and renovating Jury Street as a town. We will pay you 1000 caps. Since the Abbey has one of the best medical knowledge, the Abbey will send 2 of our doctors to advise your medical personnel. After the clearing of raiders, we want you to stay in Jury Street for 3 months protecting us while we get the place started up. Eventually when the population starts to rise and we have enough people to form there own defense militia, your work is done and we shall let them govern there town. For every 3 months we will pay a additonal 500 caps. That is a total of 2,500 caps.

"The leftover troops from the Pitt contract will carry this out."

President Eden- Enclave of the United States

"The Enclave requests your services for a special type of mission. Understand that we will be placing a great deal of trust in the skill of Talon Company soldiers for this."

"Deathclaws, sir. The Enclave wants to hire Talon Company to aid in our capture of deathclaws, specifically around the Old Olney area. We would pay you a generous supply of laser weapons for each man who participates on one of our deathclaw expeditions. You will be joining Enclave squads and helping them in the capture, extraction, and transportation of these beasts."

OOC: Would everyone like a second thread to continue or not? If we do, I was thinking we could perhaps jump ahead a few months.

"I will send my best troops and hope they survive."

OOC: Thanks Fritz, I'll add them.

Colonel Augustus Autumn- Enclave of the United States

*Autumn takes a look out of one of the front windows of his personal vertbird at the approaching view of the Institute*

"Impressive....," Autumn says audibly.

*Autumns vertbird then begins its descent as the pilot maneuvers it into landing near the designated area. The bird touches down and the rotor blades gradually slow to a halt Autumn steps out from the vertibird, briefly adjusts his high-command uniform, checks his 10mm pistol is at it his side, and then begins walking towards the building. He is then greeted by a member from the Institute.*

"Welcome to the Institute Colonel Autumn sir, I trust your trip was well?"

"Indeed it was, the Commonwealth has some lovely wasteland country up this way," Autumn responds.

*The Institute member then escorts Autumn through winding corridors of the Institute and into the convention area, Autumn thanks the man and then enters and sits on one of the seats. He turns to look around and sees one of the protectron servers come up to him."

"I'll have an iced-tea please."

*Autumn then sits back, and sees Officer Gomez*

"Good to see you here, sir. I trust everything is well?"

Miriam Godwinson - Abbey of the Road
*5 minutes away, Miriam was walking with her 2 guards down towards the Great Dome. She just got out of U.S History. It was dark, the guards were only on duty. Miriam has been studying in the Institute since she came back. Most of the skills the people of the Abbey learn include Engineering, Arts, Liberal Arts, and Biology. The Abbey usually sends up about 50 of the best people to the Commonwealth to study in the Institute. Despite though some have refused of studying in the Institute because it exposes the validity of God. Despite this, many still go, to learn more to help the people, learn more. Many are still tight knit about there religion even when studying in the Institute. Miriam has been studying Biology, History(World and U.S), Political Science, Gerontology, and Political Science and History.

*She arrives in the Great Dome wearing the same clothes from her the last convention with a laser pistol, a history book, and a bible. Her guards where also from the last convention. She opens the large door of the Dome. She sees all the computers, similar to her classes and sees a large table with Autumn and Gomez

"Hello there Colonel Autumn, Major Gomez, Sebastian is not here yet I would assume he would be here already.

*Miriam sits next to Colonel Autumn putting her history book and bible down on the table. She then tell the Protectron to give her some Bottled Water. The Protectron puts it on the table.

Sebastian LaCroix - The Institute

Sebastian enters the convention chamber in a finely pressed suit and tie, a briefcase is firmly gripped in his right hand. His dark brown hair has been slicked back for this important occasion. However despite his pleasantries and warm smile he looks worn down and has dark circles under his eyes.

"Hello all, I apologize for my tardiness, there were several security matters that needed my urgent attention."

He hurries around the room and takes a seat on the other side of Colonel Autumn.

"Hello Sebastian, how are those book and pre war information we gave you"?

OOC: Andronicus, can you add this to the Abbey's deal from Tenpenny's Tower.( which has been met with some degree of consternation from the citizens of the Tower, who dislike the order's pious ways, though are well liked in the Shanty Town distric of Tenpenny Towersf. Mr Burke agreed that we can set up in Shany Town after apologizing to me.

Ganius- Rivet City
*Ganius in within an optimistic air around him. Things have been going well and he hopes to make them better.*

Hello everybody.
Since the last meeting Rivet City has successfully expanded past our aircraft carrier and we now control part of the DC ruins as part of our settlement.

Those areas are now occupied by a closenit community who live in large huts made for three to five families each. We have also used sheets of metal to make a wall to the north to keep out supermutants.

We have no need to towards the west thanks to the Enclave helping us begin reclaiming the DC ruins from supermutants. We have them pushed back to the Mall.

I would like to offer Tenpenny Tower, Megaton, and Talon Company a chance to join this coalition and fight back the supermutants. Megaton and Tenpenny Tower would attack them in the wasteland northwest of DC and Talon Company would attack in DC from the north, this would box them in and push them away from the ruins which we could then colonize and turn into a city.

Perhaps the Abbey of the Road would like to establish a second outpost in our new DC district?

It is very difficult for the sick there to get aboard the ship for medical attention and there are just not enough trained people out there.

OOC: I'll post the monologue for Burke and Tenpenny Tower here, just so people have a clearer idea of what their up to. WARNING: Occurrences that happen in the monolouge should not be known by your personal characters, it is simply to be used as a wrap-up.

Also, Fritz, Burke made an offer towards Talon Company, and since I didn't receive a response, I'll just go with no for now. Its no problem, though.

Monologue

Mr. Burke - Tenpenny Tower

As the meeting came to an end, Burke found himself questioning his position during the convention. He had spent so much time debating with the Enclave, he had hardly made enough deals to satisfy Mr. Tenpenny. However, and most likely for the first time in the Enclave's campaign, someone finally stood against them and asked the questions that needed to be answered. He felt proud of himself; while he clearly hadn't won the debate, he still proved he was a worthy verbal adversary.

On top of that, I secured the technicians that we needed, and the Enclave bastards will clear Evergreen for us. How wonderful.

With all delegations signed and the negotiations over with, Burke decided it was about time to depart. After a quick farewell to his gracious host, he was escorted out to the same Vertibird that had brought him in. As he boarded, he placed the suitcase in the proper luggage holding container, then took his seat. The pilot began pre-flight preparations, then turned to face Burke. "Destination, sir?"

Burke smiled at the young pilot. "Robco Facilities. And do make it hasty, son,"

_____

Burke hurried off into the facility as the Vertibird took off, nearly blowing his hat off in the process. As he entered, several scientists and engineers greeted him with large, open smiles. Several extended theirs hands for a shake, and Burke gladly shook them in return. Burke assumed that most of them thought the convention was a success; which it was, of course. With his suitcase in hand, he walked the halls of the facility all the way into the observation office. Upon entering, he shut and locked the door behind him, then placed his suitcase on the desk in the center of the room. He pulled the key from his neck and opened it, taking a seat in the office chair. The suitcase lit up with a series of lights, followed by a short buzzing sound. Burke removed a small transmitter from inside and placed it close to his mouth.

"Mr. Tenpenny, sir?" Silence echoed from the machine, followed by Mr. Tenpenny's booming voice. "Ah, Mr. Burke. I trust that since were speaking, all went well at the convention?" Burke responded, "Yes, of course sir. All as you predicted; Mr. President even showed himself, much to my surprise,"

"So, you secured the technicians?" Burke smiled. "Yes, Mr. Tenpenny. Their use will be most beneficial in progressing our advances with this facility, while we focus our personal technicians focus on the true project,"

"How about the Enclave? Did they agree to secure Evergreen and Dunwich?"

"Well, yes and no. They will launch operations to exterminate the raiders in Evergreen, however our own forces will need to clear out Dunwich by hand," Tenpenny was slow to respond, seeming disappointed.

"Very well. And the Mercenary forces?"

Burke waited a moment before speaking. "Denied, sir. Talon company does not, at this time, wish to be dissolved into our military forces,"

"This is very disappointing news, Mr. Burke. I expected better of you. However, since you did accomplish most of what I asked, you shall continue to lead the project and insure its success. I shall send word to dispatch squadrons to both Dunwich and the outskirts of Evergreen to await capture. A couple handfuls of technicians shall be transferred to your department regarding this news. I insure you won't fail me in establishing our one.. Defense, against the Enclave. Tenpenny, out,"

Burke smiled as the machines lights flickered off. Things were going good for him; The convention was quite a success. As he exited his seat and looked down upon the production plant, he smiled at his progress while the assembly line pumped weapons and armor. "Ah, yes. Things are going quite well. Quite well indeed," He mumbled to himself, "Tenpenny Industries shall very soon be a respectable force within the Capital Wasteland. Not even the Enclave will be able to stand against us,"

______

Mr. Burke - Tenpenny Industries

Burke stared off into the landscape as his personal boat convoy propelled itself up the coast and towards the Commonwealth. He had only received word a few days ago that the next Convention would be held upstate; while it was last minute, Burke found it the perfect opportunity to use test his new resources against the other factions of the wasteland. Thanks to the technicians from the vault and the Enclave squadrons, both Robco Facilities and Evergreen Mills were now producing such large quantities of supplies that Tenpenny Tower had expanded enough to allow luxuries such as boats to become easily available to specific clients. And Mr. Burke, as it would seem, was one such client.

As the boat hummed along, Burke thought about the previous year, and how much had changed. Following advice from the delegates at the last convention, Burke reorganized the army and stopped accepting mercenaries into its ranks. It was now a formal army, who's troops were volunteers from within Tenpenny Industries borders. All of the current Mercenaries were offered citizenship and permanent payroll, and most accepted. Those who didn't were released back into the wastes with nothing but their bare essentials. Needless to say, they came to their senses and rejoined the glorious empire.

Once Dunwich had been secured, it blossomed as an outpost and allowed Tenpenny quickly hired builders to expand the outpost into a small town. Evergreen mills also blossomed as the industrial capital of the empire, and several more towns had begun their roots within the Empire all across the state. Tenpenny Industries was, and currently, in a booming golden age.

Burke smiled to himself. Tenpenny had been so impressed with his work that he assigned Burke his own company of men to train to his desire. Burke's new personal guard were issued Black and Golden combat armor (which was designed after his new personally tailored suit) with a notorious B painted on the back in red, which was used to highlight their authority over the common soldier, as well as the most advanced weaponry that their facilities were currently capable of producing. A single squadron of these men, approximately eight or nine, were now escorting Burke to the convention, and stood on guard all around the boat.

The boat began slowing down, and Burke watched as the fabled and proud Institute came into view. He smirked, leaving his perched position at the front of the boat and walking to the boarding rail, picking up his suitcase along the way. The boat soon came to a halt, and Burke nodded towards the captain and headed ashore, his personal guard followed him as they were greeted by the Institutes security. After telling them who they were dealing with, no problems arose and they were let right in and led to the conference room.

Burke entered the conference hall, this time actually on time, and struck a devilish smile to the delegates around the room, including the illustrious Colonel Autumn. "Good evening, gentlemen," Burke announced, his guards taking up positions along the wall while Burke himself took a seat at the center of the negotiations table. He shot a smile towards the representative from Vault 101, then ordered a fine glass of whiskey.

"How is everyone?" Burke asked with a conniving smile.

Soon we will be able to get this new district, I think I'll call it New Anacostia, will be at the standard of living as settlements like Megaton.

Ah, Mr. Burke.
I have just made an offer to everybody here.

I would like to ask everybody to join together to take out the supermutant threat that the Enclave and Rivet City have already pushed back to the Mall in the DC Ruins.

I would like to ask you to work with Megaton to destroy them in the area northwest of DC.

OOC: Ah yes, it is my favorite sly villlainous man. Mr Burke.

OOC: So do the Vault technicians not know what they are working on?

OOC: They are working/have been improving the production within facilities such as Robco and Evergreen mills. That was the project that Mr. Burke assigned them to, as the Vault's alliance with the Enclave deemed them untrustworthy, thus unable to assist with the true project. The technicians that were working on Robco were moved over to the project.

Also, for all future posts, Tenpenny Tower, seeing as it is no longer a tower and more of a booming industrial state, shall be called Tenpenny Industries.

Mr. Burke - Tenpenny Tower

"Mr. Ganius, so nice to see you again. I assume your people are making good use of the land the Enclave cleared for you?

As of such, Tenpenny Industries currently does posses the military strength and incentive to deal with the Super Mutant threat. Their constant attacks on our walls has results in a total casualty loss of two men, and both I and Mr. Tenpenny find their use of speech atrocious." Burke pauses for a moment while a servant hands him his ordered drink. He takes a sip, then continues on. "Of course were willing to help. So long as any territory gained by Tenpenny Industries within the D.C. ruins remains in our custody, and that this kind gesture will in-turn result in more kinder political status between both Rivet City and Tenpenny Industries. Sound reasonable enough?"

Burke matches Miriam's gaze with a look of his own. "Ms. Godwinson, my my, your current churches have been quite the success within Tenpenny Tower. The presence and power of religion far exceeds what I originally expected," Burke takes another sip of his drink, "Low-Town criminal activity has been on the rise lately. Perhaps a few dozen extra guards and a cap-rewards system for wanted criminals or reported crimes could be initiated,"

Burke looks away from Ms. Godwinson for a moment and towards the ceiling, as if contemplating a peculiar thought. "The persecution of ghouls, on the other hand, is not my jurisdiction. I find their presence appalling, but most seem like decent people. I would be happy to call a state-wide amnesty towards all ghouls and allow those who wish to become Citizens, but that would require much rallying both between General Gustavo as well as the current military force. They have taken quite a liking to.. How should I put this? .. beating the ghouls? If you would be willing to counter these current issues with a healthy supply of your own men to blend with our military force, perhaps they could be of assistance in driving down the bigotry,"

I was more hoping for you to take the wilderness northwest of DC instead of the ruins themselves, the Enclave and Rivet City can handle that.

I agree that we should better our relations.

OOC: Go to page 6, post 157. Me and Ashur made a deal and page 6, post 175. I agreed to build a church there. I suggest we wait until i deals have been resolved from the last thread.

OOC: Ashur will order http://www.diopitt.org/parishes/saint-paul-cathedral cleared of Trogs and/or wildmen and turn it over to the Abbey's people, and help them fix it up. Since it's the seat of Pittsburgh's Pre-War Diocese he figured they would prefer it.

OOC: Ashur made the Admiral an offer in the previous thread, http://www.gamesas.com/topic/1376872-the-east-coast-convention-main-thread/page__st__150__p__20841522#entry20841522 . Bascially, if you provide schematics and/or loan a couple of your AA guns for study, the Pitt will rehab all your AA guns, then provide parts, ammunition, and even newly made guns cheaper than Rivet City can make them in thier own machine shops.

OOC: Alright Drop_dead, thanks for clarifying that. Also I think I'm going to do a small monologue with Autumn too, with a response to the Tenpenny actions. I think thats a primary source of conflict right now and I'd like to expand on it.

Colonel Autumn Enclave of the United States

*As Mr. Burke enters the room, Autumn eyes him with some suspicion. Tensions between the Enclave and Tenpenny Industries had been increasing as of late, and the Enclave had grown weary of Tenpenny's expansion in the south. When Mr. Burke walked in, Autumn had a flashback to a meeting he had with President Eden and the Presidential cabinet concerning the situation with Tenpenny.*

"Mr. President, Department of Defense Intelligence Agents have been unable to fully determine the nature of the "project" alluded to by Mr. Burke during the last convention. As of this point, we can't determine whether or not it poses a threat to the Enclave or what the intentions of Burke and Tenpenny are."

"I don't like surprises Colonel Autumn, whatever Burke and Tenpenny are doing does not sit well with me. I could care less if all Tenpenny wishes to do is create his own micro state in the south of the capital wasteland, indeed progress in the hands of Tenpenny is far preferred than no progress at all. However, if they are planning an attack of some sort......"

At that moment, the secretary of Defense had chimed in:

"If they are planning an attack of some sort, Mr. President, we should authorize a military strike immediately. Rivet City would almost certainly support us, but the Enclave alone would be able to obliterate them. We have a vertibird fleet larger than we've ever had before, Hellfire armored divisions, deathclaw close combat Bio-organic weapons.....they wouldn't stand a chance. No matter how many damned mercenaries they've hired! Their weapons wouldn't even be able to penetrate our armor! Lets take them out now and be done with it!"

President Eden had refused however.

"And how would that look Major? The Enclave attacking a group of progressive people? We'd be seen as aggressive conquers, not the image we wish to portray. No, we must unfortunately wait and see what occurs. In the meantime, create a contingency plan in the event of some sort of aggressive action. We need to be ready regardless. The delegates will be meeting again soon, and Autumn will be sent to the Institute to continue negotiations. Colonel Autumn, I expect you understand what you need to do?"

"Yes sir."

"Very Well then, the meeting is dismissed."

*Autumn now turns to Burke, his thoughts concerning the past discussion set aside for more pressing matters in the present*

"Ah, Mr. Burke, I'm pleased to see you have arrived. I trust Tenpenny Industries is progressing smoothly?"

*The protectron server brings Autumn his tea and he takes a sip of the beverage.*

*Autumn then hears the discussion between Ganius and Burke concerning Tenpenny helping in the war-effort against the Super-mutants*

"If I may interject, perhaps it would be better if we settle on a plan to deal with the source of the mutations. The DC ruins are being swiftly reclaimed by the Enclave and Rivet City, however, the land surrounding Vault 87 remains swarming with mutants. Vault 87 should be our primary target. Without their source of FEV, the super-mutants can no longer capture wastelanders or have a base of operations. They will either scatter or die off eventually."

OOC: Ok.

*Ashur looks over at the Rivet City Representative and smiles*

"My dear Admiral", Ashur said. "Speaking of machine-guns, I believe we could be of great assistance to each other. Your home contains a impressive array of anti-aircraft guns that could be re-purposed for our Trog clearance efforts. If you could provide schematics and/or loan us working pieces to examine, my factories could produce all the parts, ammunition, and even new weapons you will ever need for rates well under what it costs to fabricate them in your own machine shops....freeing the production capacity to repair essential systems in your vessel, which we could also help with. We can also supply steel plate and other materials to help you maintain hull integrity."

I will loan you two guns in exchange for cheaper bullets, metal, and guns.

*Miriam thinks about. She knows that Mr Burke is sly and devious and that it could be a trap to . She did not want to take a chance to send her personnel to infiltrate Tenpenny Industries as it could make the AOTR look negative. Though there was a sub-group within the Abbey to see if they can take upon this mission. She would call upon a meeting with the high priests and others to discuss this matter.

"Mr Burke, i am afraid the Abbey can not do that. It is to risky. Our Church there will find other peaceful ways to combat the Ghoul bigotry. At first I thought you hated Ghouls
