He maight be, in all seriousness, but still we know jack [censored]. If the next ganme is in a lore-accurate Skyrim then we may know more.

All of Ebonarm's shrines seem to be in Hammerfell, implying he has a relation to the Ra'Gada. I also read somewhere that Ebonarm is actually an easter egg about one of the developers, kinda like how the Urn of Lord Brine from Morrowind is one.
