Editing Enchantment Costs, Capacity and Charge?

Hello, I'm trying to figure out how to reduce enchantment capacity on spell effects to make better enchantments. For example, an extravagant robe has 20 enchantment points, and a Reflect effect instantly consumes 50 enchanting points. How do I go about editing the effect's enchantment cost so that it can fit on the robe, without touching the robe's enchant points?

I.e. lowering the enchanting point consumption of Reflect to 5 instead of 50.

In the CS under magic effects, edit the base cost of the spell you want. The base cost of default reflect is 10, so try lowering it to 1, for example.

Of course this will lower cast costs as well. For enchanting only, I think (haven't tried it) that the GMST fEnchantmentMult might do the trick.
