i have to be honest,i have only played it during one of the beta sessions and thought it was pretty good.

being a huge fan of the elder scrolls games e.t.c is the game worth buying do you think?

I'm in the same boat as you. I was in the PC beta test but skipped it once I learned that it was a pay to play game. The 15$ a month cost didn't bug me as much as the principle of never owning this game.

The other thing that kind of bugged me is how non persistent the world was. It was like a revolving door where the world was populated by people who made similar choices as you. Coming from other MMOs, it was nice to go familiar places and see the "regulars." Perhaps they weren't people you talked to, but just like your neighbourhood, there's plenty of familiar faces you may never interact with.

I'm in need of a new game to play, though. So I might pick it up.

I've been LOVING it on PS4. I'd totally recommend it.
