In TES Oblivion you had to kill someone who was turning into a lich and he had the sands of transmutation so maybe if you want to be a lich you have to get a certain item and when you carry/have it equipped you are disguised as a human and not as powerful but when you want you can unequip or drop it and change into your more powerful and undead form
