Yes it's possible, but Bethesda trademarked the name Skyrim, so in fact TESV: Skyrim is currently most likely.

i suppose that true but nothing as been revealed yet i think summerset isles would serve better as a dlc

No way, it would be impossible to do justice to Summerset Isle in a single DLC. It deserves it's own game, but I very much doubt we'll be seeing that game any time soon.

Summerset Isle would be nice, as it is an island. Therefore, no "You cannot go that way" messages. While I would prefer Skyrim, Summerset Isle would be just as nice.

Nope, they only trademark the names of games, like Morrowind and Oblivion. Which is why it's very likely TESV will be in Skyrim, because they don't just trademark provinces for no reason.
