I've always liked the electrocution-by-water idea. But it seems like most people don't know how unrealistic it is. You don't actually get electrocuted very easily while in the water, unless you're standing on or touching the ground beneath. You'd get the charge through your body, but you wouldn't get damaged by it. And that's not even mentioning the fact that some types of water aren't even pure enough to lead the current.
Also, lightning would never happen underwater, because lightning rarely hits water because it is attracted by high ground, so it almost always hits the beach next to it (unless we're talking about ocean-lighting, but Skyrim doesn't have a vast ocean anyways). Also, I believe the water surface stops the lightning (not sure), so that would mean that visible lightnings don't even exist at seas (unless you're on a boat and you experience "St. Elmo's Fire", the popular name of mast lightning).
