There's no Elijah's watch but there is a Ulysses' watch.

Top right hand corner of the map, here you'll find Elijah's Jury Rigged Tesla Cannon

It takes some exploring to get to but you should be able to figure it out.

It takes some exploring to get to but you should be able to figure it out.

Could somebody be more specific? Like if it nearer to one location than another?
