I had a little question that boggles my mind for quite some time now.

In Fallout: New Vegas, when you have Lonesome Road, there's Elite Riot Armor. In the Mojave, however, the NCR have their Veteran Rangers. But in the NCR, where do the soldiers who bore the Elite Riot Armor belong?
