I believe this item appeared in TES2. Having not played previous TES games I am curious to know what this is, what it does and what place, if any, it would have in Cyrodiil.

It is connected with vampires in some way, right? Beyond that I have no idea.

It was just a potion ingredient, as far as I can recall. I don't think it did anything on its own. Elixir vitae is historically a potion of eternal life of some sort.

The vampire bit you're probably getting confused with vitae, the World of Darkness term for blood.

Never heard of World of Darkness, so I doubt I am getting confused with that. There's a tweak for Frans overhaul that adds Elixir Vitae drops to vampires, so I assumed that there was a connection.

And where did this potion ingredient come from? Where could you find it?

You find it randomly as loot. It's used as an ingredient in most healing potions. There is no other information about it.
