I still haven't been able to get this right.
I have the following mods (all ion OMOD format):
1) Elven Map Redux
2) Elven Map Redux SI
3) New Roads & Bridges (this is in BAIN fomrat)
4) Western Roads
5) Sutch Stirk and Elsweyr Maps Compilation
6) Merged Maps
If I activate any of these esp files, it overwrites the previous ones. For eg., activating the map compilation overwrites the files created by Elven Map Redux.
My current game map shows everything right (in a slightly low-res version), except the western roads. If I activate Western Roads after all other maps, the map gets messed up (icons are off position), and the elven map is gone. If I activate "Merged Maps" after western roads, the western roads do not show.
Right, okay.
1)
Elven Map Redux SIInstalls a different map, has no connection to the main map, (different name etc.) - irrelevant. Install whenever.
2)
New Roads & BridgesHas no affect on the map (doesn't add one) - irrelevant.
3)
Elven Map ReduxThis installs a map, as well as marker icons.
Install this first, only if you want the new marker icons, and let the compilation maps overwrite it later - otherwise don't bother with it at all.
Personally I would recommend "Map Marker Overhaul" instead. As that offers even more marker options, and a lot more besides - worth a look at the very least.

Western Roads"West Roads" I think you will find
Offers the option to add a map, an Elven or 'vanilla' map with west roads added. Will overwrite any already installed map.
Install without the map option, or let the compilation map overwrite it later.
5)
Merged MapsThis installs the all important MergedMaps.esp for those using a Stirk Map.
It also installs it's own map as well though.
You can either run it (and select any Stirk map option - if using OBMM for instance) and then let the compilation map override it later, or just pull out one of the MergedMaps.esp files and put that in your Data folder. (The esp is all you need.)
5)
Sutch Stirk and Elsweyr Maps CompilationDo this last, of all the mods that add maps. This will allow this map to overwrite any you may have installed earlier.
That is all these files do; replace the map images.
That's the only important thing really:
1. If you want a Stirk map; have the MergedMaps.esp installed and in place (problems can occur with widesreen resolutions) and
2. Install the Compilation Map
last of all map mods. To make it the map you have in your directory, and thus the one that shows up in-game.
