Yes. The rights to use an Elvis song for any commercial purpose carry a very steep price. I believe that one dev said something to the effect that "if we would have put an Elvis song in, it would have been the only song in New Vegas".

Plus Elvis is good, but honestly, I prefer Sinatra any day.

Where would I be without mods?
I currently have Return to Sender, Nothin but a Hound Dog and I Forgot to Remember to Forget (and yes, the mod I have only puts songs in the game that are referenced by quests somehow) , although only the latter is actually sung by the King.
