I don't know what to make of this yet, if he was the one that wrote most of what was Fallout 3 then good because we most definitely need someone better. But at the same time, how much of an influence does the lead designer have of the writing itself?
It depends. Take Mass Effect 3. Casey Hudson was the lead designer, and also an over-bearing ego maniac who controlled much of the writing direction together with his best friend and crony that he installed as lead writer.
The other writers were basically left out of the loop and their contributions ignored, left out or contradicted. Resulting in the appalling mess we got a few years back.
Didn't mean he has a direct hand in every single quest, but rather as lead writer, I would assume he has the power to yes and no all potential plots. As such, he shares responsibility for if a writer on his team creates a dud and he just OK's it.

Have you tried bothering to read? Emil has been writing things since Oblivion, and had a big hand in both Fallout 3 and Skyrim's writing. None of it has been impressive, and writing is a huge blemish for Bethesda, so obviously we'd like to see the guy moved elsewhere. And yes, it's 100% reasonable to expect poor writing in FO4 if he's still at the helm.

Thing is, he was both lead designer and lead writer in Fallout 3. Will retain those roles is the big question. Since the writing in Fallout 3 was very subpar and below.
Who in this thread is saying he'd be an awful designer? Plenty of us are saying he's given us no reason to believe he's an awful designer.
Also, Fallout 3 had a 200 year old community composed solely of children. Your argument that the writing was ok is invalid.
To be fair, the children were clearly Kryptonian.
