No, that's not how it goes.
When you gain alliance points you can spend them, but they will still be on the leader boards. the more points you have acquired during the campaign the higher you are on the leader boards. Spending points won't lower your total score. So spend them!
Now the question is how to outpace them in points lol
is there going to be a Emperor for each Cyrodiil server so like 30 Emperor's ?
YEs I do believe this is ture, but only in the campaign that they are set to as there home
Well, if there are 30 campaigns for example, there could be 30 emperors. But that probably won't be the case, because it's very difficult to achieve emperor, so you might find only 1 or 2 out of the list of campaigns containing an emperor.

The player with the most points in the faction that also controls all keeps in cyrodiil. You can be the highest in points in your faction and never be emperor if your faction never controls the whole map.

Next, you must track down the toughest competition, find out where they get their internet service from and bribe the techs into performing some "unscheduled emergency maintenance" for six or seven hours. Just long enough to knock them out of the running for good, but still letting them contribute to your victory when they get their service back.
That done, you need to learn how to control the zerg swarm. They will be your main force for major battles and keeping the other two factions busy. The zerg alone will not bring you victory however. They are too disorganized and chaotic, best used as cannon fodder. Don't count on them getting you any more than one or two keeps, and not necessarily the keeps you want either. You'll need an elite task force to rapidly capture the six specific keeps needed to proclaim an emperor. Don't be intimidated by the term "elite task force", as the only real requirement is the ability to communicate and work together. It would also be helpful to have some scouts feeding you information on enemy troop movements. With these three groups in place, you'll be ready to signal the push for emperorship as soon as you have a good enough lead in points.
