It doesn't mention the robes specifically, but it looks like you may be able to get them using http://uesp.net/wiki/Oblivion:Exploitable_Glitches#Duplicate_Items_using_the_Skull_of_Corruption
The only other way I know is to use console commands, but you're on the 360 so that would be impossible.

No but you can get a blue Amulet of Kings in Bruma.

Yes possible. As Gamemaster35 said, use the Skull of Corruption glitch. Provided you still have access to the Emperor's dead body.
