I'm not trying to say Ulfric has no military insolvent or expertise. It is his rebellion and he be doing it wrong if he had no idea what was going on. My point is that i don't think hes the tip of the military movement, hes more of the overal leader. As where on the Imperialside Tulluis is the spear tip and Rekke is more of the moral type. Ulfric has many things to worry about unlike Tulluis. Tulluis is just there to fix a problem as where Ulfric is trying to win a war as well as the people and still appear strong and competent for his claim to the High Throne. Thats why he has Galmar for all his major campaigns.

As for Tullius, the General is a man whose world view is not limited to strife and butchery. He is a civilized man who wants the war to be over with as quickly as possible so Tamriel can unite against the real enemy. He clearly doesn't like his mission, but he does it with the best of his ability and also balances with the Thalmor at the same time. Tullius doesn't share the notions of "honor" that the Nords do, and instead his logic is more utilitarian in nature, using any means necessary at his disposal to win, even if it doesn't always condone with the Geneva Convention.
Sure he acts a bit condescending towards the Nords, but I would say that the stance is highly justified given the timing of Ulfric's rebellion - you know, starting a war in middle of mankind's darkest hour which coincidentally is exactly what the Thalmor wanted. Tullius is angry and the longer the war goes on the more he sees Ulfric is a pawn to the Thalmor.
