empty record ID handling for plugin conflicts

For conflicting records between multiple plug-ins, I am observing that if a later in the load order plug-in defines the same record but with undefined sub-record ID then the earlier defined sub-ID remains intact. The specific case is: with some .esm that defines a REGN= with sub-record REGN.BNAM=, loading a later .esp plugin with the same REGN defined but with missing REGN.BNAM sub-entry (as reported by tespcd) I still observe in game that the correct random creatures are spawned from the defined in the earlier loaded .esm.



I was previously under the, apparently mistaken, impression that the entire record would be over-written by later plug-in(s), losing any missing sub-record data, but this seems not to be the case. This behavior could be potentially useful (or annoying) so I want to ask if it's something known that should apply generally for other types of records, too.
