I just recently noticed that my fairly new character (stealth) has enchant as a major skill and light armour is among the normal ones. That's not how I wanted it! And I don't really want to start over or just live with it unless necessary.

I know the command to enter in the console is "EnableStatreviewmenu", but before I go there, what should I watch out for? I read it might reset some things? Also I think I read something about changing the .ini file as another option, how would that work?

You will lose all your spells and your immunity to any diseases.
You also might need to Save, then reload, before the changes you make occur to you character.

I don't see how the ini has anything to do with EnableStatreviewmenu.

Maybe I was wrong about the .ini file. Since I just started the game and have no other spells or immunities other than the starting ones, it should be fine... I'll test this next week when I get back home.
