I recently made a quick little mod to slow down (or stop) the rate at which enchanted items recharge, I thought I might as well upload it to the Nexus :smile:

The archive contains three mods.

EnchantRecharge50%.esp - Half the vanilla recharge rate.
EnchantRecharge25%.esp - One quarter the vanilla recharge rate.
EnchantRecharge0%.esp - No recharging at all.
