Enchanting/Disenchanting Questions

Greetings all. Just a quick question regarding both enchanting and disenchanting. First, does my enchanting skill level determine what items I can disenchant, or are there just certain abilities on items that cannot be learned? For example, the double sneak damage bonus or soul trapping. I have a couple different items for each of those abilities, but none of them show up in my items to disenchant list. And second, as my enchanting level rises, does the "power" of enchants I know increase as well? For example, my skill is currently at around 18 and I have a resist magic enchant that resists 8%. Will that 8% increase as I raise my enchanting skill? Thanks in advance for your help!

Yes it will. And the better soul gems you use the more percentage of enchantment you can use. I don't think you can disenchant soultrap but IDK about sneak.

I have found that the different soul gems will boost the power of the enchant. Not sure about the disenchanting though. I have found a staff that launches fire balls I am holding on to it for now just incase I can disenchant later. Would be kool to have my 2H axe shooting fire balls aswell
