Enchanting (CE) Help! : III

Hey everyone,

First of all, apologies if there has already been a thread on this, if there is feel free to flame this noob and redirect me

I'm having trouble making a constant effect enchantment for a shield or boots or whatever. (Trying to make a feather or fortify strength). I've read about it a lot and have run into a wall. I can't change the bottom left button in the enchanting menu to "constant effect". I've tried changing it from touch, target, and self and none of it works. I have a Golden Saint in a Grand Soul Gem and the GOTY version. Is there a glitch that I don't know about? By the way I've tried it with a spear (another enchantment) and it can change to cast when strikes so its not the button is jammed or anything.

Any help or advice would be MUCH appreciated.

It's certainly strange. Any mod involved?

Any soul with a size of 400 or more can be used for constant effects. When you use such a soulgem on an armor, it will automatically select "constant effect". So check if that soul is smaller than 400 for some reason. (and mods if relevant)
