Is Enchantment bugged

I've leveled enchantment to 100 and didn't buy the +25% skill or the +25% health/mana/stamina until I was capped at 100. I've been reading that at that cap with all the perks before using alchemy potions to enhance alchemy further my fortify alchemy/smithing enchantments should be at 25% but they are stuck at 20%.

before these 2 perks my fortify magic school enchantments were at +20% reduction and my alchemy/smithing enchantments were at +20% also. After the +25% skill enchantment perk magic school enchantments jumped to +25% as did all other enchantments related to skill except alchemy/smithing which stayed at +20%.

As for the +25% health/mana/stamina perk before I got that perk my armor enchantments of those kind were +50 health/mana/stamina after I go the perk they did not change at all and remain +50.

my question is has anyone managed to make +25% alchemy/smithing gear as a base without using enchantment potions? And is the +25% bonus to health/mana/stamina perk Corpus enchanter bugged right now?

I have all 5 base perks in enchantment and am using grand souls gems with grand souls in them.

Your post didn't mention what I was after, but your existing enchantments do not increase. The new perks you took will apply for future enchants that you put on items.

I'm not talking about existing enchantments at all I'm talking about comparing the maximum I can enchant before and after those perks. The perks did not change my maximum for alchemy/smithing or for health enchantments I understand that old enchantments won't increase.

Have you been able to make health enchantments above 50 or alchemy/smithing enchantments above 20% without the use of potions?

I can. For example, stuff I make with fortify skills like one-handed are always at 40% with no buffs from potions.

Same here I get 40% to 1 handed/2 handed/sneak/etc. and 25% restoration/destruction/alteration/etc. all those types of enchants benefited from the perk that increased them by 25%. Alchemy and smithing for some reason stayed at 20% and didn't get included in the +25% bonus there was no increase from that perk and I've been reading about other people having them be increased to 25% also as they should be.

and before corpus enchanter the perk for +25% health/mana/stamina I was making +50 stat enchantments and now with it there is no increase on any of those stats with that perk those enchantments should be for 62 points.

Have you tried making smithing or enchanting potions because as I've been saying they are the specific offenders I'm talking about besides the health/mana/stamina enchantments?

Alchemy and Smithing are at 25% for me. As for potions, I have tried using them and the difference is there. For example, carrying weight enchantments went from 37 to 40 with 15% enchantment potions.

hmmm this doesn't make any sense I thought my first character was bugged or something so I started a new guy and used the console to level him up in enchantment and I got the same results with alchemy and smithing staying at 20% but everything else jumping to 25%. maybe my game isn't updated or something.

There was a patch for the game if you have not gotten it yet (I got one on 360. My guess there is one for each platform).
