Non-Volunteer: The character has been either pressed, levied, drafted or otherwise forced into working for the Enclave. They are given crude armor and melee or small guns and a little ammo and made to march in front of the armored Enclave Soldiers.
Volunteer: Volunteers are rare but they are treated marginally better than the other recruits and told that they will be properly inducted into the Enclave "once we get back". They are given their pick of the small guns and ragged body armor. Possibly even a stimpack or a flathead screwdriver/bobby pin as well.
Commissioned These characters are generally unarmed but instead carry tools and laptops and other tools of their trade. This would include all those who the Enclave had on board their Vertibirds before they hit the hot Four Corners Monument electrical storm that permanently grounded them weeks ago before they began their expedition to the nearest radio four hundred miles away. Or sooner. Every little colony, settlement and one horse town they came to was checked for anything as simple as a HAM radio. Lord knew they were everywhere in DC. But this wasn't DC...
Vaulty Niner Prisoner what started as one hundred and thirty one Survivors of the Vault Nine Cleanout (of which only about fifty were being transported at the time of the disaster) for the Enclave Patriots has been reduced to a little more than a tenth of that many since they were given very little food and water and forced to march along with everyone else. Some were just shot, and worse. They were sopposed to be getting taken somewhere called "The Farmshop" which apparently was "hundreds of miles from here". That is all any of the Enclave have really told any of the Vaulty Niner Prisoners.

Those who have the highest Enclave Rating are of course The Enclave themselves. There are Several NPC Officers who will intro In-Game. Also there are about a dozen Enclave Hellfire among the ranks of the Patriots. Their weapons work fine still so they are snubbing the Firstborn who are their counterparts with Vindicator Miniguns and Pancor Jackhammers but who also had computer enhanced power armor with a shoulder mounted plasma rifle that could fire and reload out of the suit's power supply endlessly and very fast. Now they were like hood ornaments ever since the electrical storm fried their armor's main weapon. There are about a score of Firstborn athough it is hard to tell since many of them have since donned regular Enclave Power Armor which functions better than their damaged Firstborn Power Armor. This is a constant joke among the Hellfire Knights who have caused hard feelings in the proud Firstborn. In addition to the two devisions of the Patriots aforementioned there are also a handful of 'noob' Enclave who wear power armor. These redshirts get blown away by Bighorn attacks and the occasional Bandit Sniper on a regular basis and there is always an eager volunteer to fill in the damaged suit.

There are also about twelve Hellfire Knights and twenty or so Firstborn and like five Regulars as well as a Mr. Undertaker (which is a gravedigging robot that looks remarkably like a Mr. Handy)
The Enclave Patriots have been marching and collecting recruits and supplies for their dwindling numbers and remaining prisoners. They can't seem the find a working radio anywhere (and even if they could would their support officers be able to cobble something together that would get them retrieved?). But something sinister waits for them outside the broiling Mojave Desert. They have just learned that the freak electrical storm that knockend their mighty Vertibirds from the heavens and destroyed much of their high tech equipment was actually a man made weapon. Who had dared such an attack on the valiant Enclave Patriots? They still had their command and weapons and whoever it was was gonna pay. Time to get these recruits in shape...
