Do enemies scale? : V

Do enemies scale with your level?

If so, how does it work? Last thing I want to do is grind if enemies scale anyway. Sort of defeats the purpose.

Ancient Dragons and Vokhan vampire master's are getting much easier to defeat when i increase my abilitys,level and skills.

It seems that you just encounter a stronger variant of some of the enemis, like there is apprentice mages and master mages, or draugr and draugr deathlords. At some time they will run of of stronger variants and then you will be increasingly dominant, but at lvl25 I haven't reached that point yet.

The types you encounter are level dependent. But all Chief Bandits are just as strong no matter if your lv 20 or 80
