Enemies spawning inside the settlements - bug or WAD?

I spent several hours building a fence around Sanctuary and placing defenses that would work fine to keep enemies outside of my settlements. Attackers needed to go through 2 gates and several turrets to even come close to my beloved settlers. But, it seems, that all this work is useless. As people probably already figure out, enemies can spawn inside the walls of a settlement, behind all defenses you placed.
I know attacks are not that common (I actually wanted to have more of them) and I know there are ways to deal with enemies spawning inside the setlement (build evething off the ground or at Red Rocket roof), but having to defend the settlements from OUTSIDERS is a fun mechanic
Despite the dreadful UI, I really liked the settlement feature and, most of all, I loved to design perfect fortresses. But this magicaly spawn attackers next to my workstations ruin all.
So, can we have an official answer if these spawns inside the settlements are actually a weird bug that will be fixed ASAP? Or is the game is working as designed and we will always have to deal with attackers spawning inside the walls?
