i'd prefer it if npcs have perks, it breaks the immersion if i was the only one with them, and i feel it would make myself overpowered. It'd be great if random 'bandit' npcs were given a certain # of random perks depending on their level, and also have the perks they get based on their specialization (combat, magic, stealth), so every 'bandit' you come across has a slightly more unique fighting style/preference.
