Enemies yielding too soon?

Hi,

Today I found a Briarheart as I was exiting the dungeon 'Hag's end'. I was level 21 and he was alone. The first hit I landed on the Briarheart (using a vanilla unenchanted steel sword) I removed around 10-15% of his HP. After that, the briarheart fleed while screaming 'I yield, I yield!' and proceeded to crouch behind a nearby pillar.

Question: is it normal that enemies surrender so soon when you reach higher levels (20+?).

Logical health limits and simple melee tweaks are my own mods. The former removes the health offsets of opponents so that they don't have humungous HP. There later is a script-based combat overhaul. There is nothing in there that should cause this behavior.
