Enemy Levels (quick question)

I keep hearing conflicting stories and I'd like someone who knows for a fact which is the right answer. Some people say every enemy scales with your level infinitely (I know this is false but I'm throwing it in there). Some people say only SOME enemies scale with you infinitely (Overlords, Glowing Sea enemies, Rad Scorpions, etc.). Some people say every enemy has a set level range they can spawn in and the further you go from Sanctuary, the high the level range can spawn (this seems most likely).

I'm in the low 90s at the moment playing on Survival and the last time I saw an enemy with a skull next to their name was a Death-Skull Radscorpion in the Glowing Sea when I was level 55. Since then, I haven't seen another red skull. Furthermore, I haven't found a single enemy that has provided me with a challenge since level 55 (that damn scorpion's poison killed me in about three seconds).

So, does anyone know the final verdict on enemy levels? Not just speculation, I'd like some evidence to put these arguments to rest.

While I'm not sure anyone can answer this without looking behind the curtain (when the CK gets released), how bout getting the AWARENESS perk and VATSing enemies to get absolute proof yourself?

I doubt seriously that the enemies scale infinitely. but enemy spawning in previous games were based on leveled lists of potential enemies and then possibly a few enemies that will ALWAYS be at that location. To be honest each of those in FO4 are likely complicated by the Legendary spawn system being another variable. I'm guessing the upper range of FO4 enemies is likely LVL 60 or so.

If you want a challenge you are either going to have to use mods or start another character.
