Just constantly go through Flak and Shrapnels for ammo, maybe the citadel too. I would also suggest you do the Replicated Man quest in the good karma way, very rewarding for energy weapons.

My tip?

Decide which type of energy weapon you like best and develop a playstyle around that.

If you prefer precision and long(er) range accuracy, but less damage and "stopping power": go with laser weaponry.

If you prefer high damage, but short(er) range combat effectiveness: go with plasma weaponry.

Top tip for an EW player: go to the Pitt and get the Metal Blaster.

Probably also want to complete Waters of Life as soon as possible to open up the Enclave as enemies, so you can loot their weapons and ammo.

If you have Operation Anchorage installed I would recommend doing it ASAP, the Gauss Rifle is IMO the best long range energy weapon. Also you get PA training and "magic" (bugged) never-degrading T51b PA, which is almost the best armor in game.
