Okay, so after I had collected 19 of the 20 bobbleheads I was dumb-founded, it was nearly impossible for me to find the last one. So I decided to ask my friend where he found it, and he said, "It's in Raven Rock, but make sure you get it before you leave the place, or your screwed." So after realizing that now it is impossible for me to get the bobblehead, I need your help. I'm new to these forums things, and I'm not quite sure this will work. But if everybody could email Bethesda about this and ask them if there will ever be a new update to be able to find it somewhere else then maybe they will consider it. I mean afterall, they gave players a second chance to get the Medicine Bobblehead, so why not do it for Energy Weapons? Thank you. (If it doesn't work, then I'll just make a new character).
(This is the 360 version, sorry, forgot to mention that).

If you're playing on the PC, open your console with the tilde (~) key, then type:

player.placeatme 3892F

. . . this will put the Energy Weapons bobblehead at your feet. You can then back up, look down, and pick it up.

I believe it's the Fallout 3 equivalent of the skill books (Big Book of Science, Dean's Electronics, Guns and Bullets, etc.) from Fallout 1 and 2.

The books are in there too.
