Not sure of the command, but it's no clipping in the console box.

They don't model any structures in Skyrim either- apart from the White-Gold Tower, and as a person who works with the video game industry, I am 99% certain that is a developer joke referencing the fact that the White-Gold Tower was visible from nearly all of Oblivion.

Turning off collision (tcl) doesn't disable the borders.

They don't model any structures in Skyrim either- apart from the White-Gold Tower

Go into your skyrimprefs.ini file and find the line "bBorderRegionsEnabled=1" and change the 1 to a 0.

Obviously if you're on console this isn't possible.
