Environment pops in all at once

I've been having issues with Skyrim lately and things popping in has been one of the most noticeable and therefore most annoying problems. Whole sections of the environment won't load until I pass a certain point, at which point it all loads at once. There's no fade to any of it. One second nothing's there and the next rocks appear out of nowhere and everything switches to HD.

I uploaded a short video example of what's happening to youtube but I can't post links here so just google "skyrim display pop in" and it should come up.

My specs: AMD 6950 with 2gb of vram, 8gb of ram, an i7 3770 cpu at 3.4ghz, an 800 watt psu, all drivers are updated (I even tried uninstalling them all and reinstalling but it made no difference), directx is updated, etc. All of my in-game settings are set to ultra with the exception of AA and AF, both of which I force on using the CCC. It's a brand new install with no mods except SkyUI activated, but it was doing this before I activated that as well. I've reinstalled the game and deleted all relevant folders at least four times now and tried validating the game files.

People have said that it's a known issue and there's nothing we can do about it but I don't remember it ever being this noticeable before. Is it this bad for everyone or am I just being too picky about it?

what if you disable the AA and AF on your CCC panel ????

and from the skyrim -> skyrim options as well. !!!!

The problem is still there, the only difference is that everything looks worse, haha.

Turn off/uncheck AMD Graphics overdrive or whatever its called (AMD's overclocking tool)
