I guess you are asking how to do it - it's not quite clear to me because there no question formulated
You can talk to your settlers and they will trade with you, just give them what you want them to wear and then press the equip button
( the button should be indicated at the bottom of the screen once you have the outfit selected in your settlers inventory )
the same goes for weapons but you have to supply them with ammunition
Ask them to trade and with both inventory windows open hover over the item in Jun's and hit the T key (on the PC) to equip an item. Careful with weapons though. Everything you give them ouside of their vanilla equipment, needs amp too.
I know how to trade... I gave him armour that is better than what he is wearing but he is not equipping in... I gave him a weapon and he's using that... I'm not sure if I'm missing something else...
Apparently for weapons its the same as before, give them 1 round for the new gun and they will be fine.
I just give all my guys upgraded .38's as it seems simplest.

Not in my game. McGready picked up a submachine gun and fired as if there was no tomorrow. But only as long as I kept him fed. When he didn't have 45s anymore, he switched back to vanilla.
He is a companion - it looks like it works different for settlers
Yup, you need to give the companions the ammo. Which is a good thing in my opinion. Would make sense when it works differently for settlers, otherwise it would be a micro-management nightmare.
Thats what I had read yes, companions need refilling, settlers just need 1 - avoids the micromanagement.
