Error before game starts : Fallout 3

I can open fallout and go all the way to the screen to start a new game. as soon as i click new game and press yes it goes to start it then crashes. I have changed compatibility packages and everytime i do it says there was a install problem then i uninstall and then re install and nothing is working.

What operating system are you trying to run the game on?
