Run the test and it'll anolyze what specs your computer has a run them against how good it'll play.
Although I'd say yes it will run more than 30 fps easily.
mine box old ... well, sorta, it is about 5 years old, still very capable, i dont feel the Need to play at MaxSettings

running ESO @ 1680(?) x "Woteva it is", moderate settings, all extra setts (bloom etc) -off, resample set to closest to 100% -looks nice with all the mathematically correct rendered harsh edges softened (ArmA3 the same), gunna up the draw distance tho so i can see the shard thingies before i trip over them
runs sweet - looks lovely. get a solid 25-30 fps outa it, which is plenty for this type of game (i'd want 30-40 if it was a shooter however) only time it gets framey is when loading characters into memory at the start, snappy between 'travels', combat pretty good and solid too.
Much better than my PC and I run with everything maxed... Not sure what my fps are, but definitely more than 30.
you can always use the /fps command to see realtime fps in game.
Should have no issues. Prior to my upgrade this week, I was running a i7-2600 and nvidia 580GTX at 1920x1080 and had everything on max to include view distance at 100. Other than a few areas, I stayed around 50-70 fps. Low spots where around 40 fps (using fraps to measure). I would imagine a large PvP battle might have gotten me down lower, at which time I imagine turning off Shadows would resolve that issue.
30-40fps for a shooter? My god your tolerance is amazing! I'd be upgrading in a heartbeat if I had 30-40 fps for this game, much less a shooter.
