The year was 2060, that’s when Europe began to fall. A continent which had been exemplary to all other nations, diverse yet united, the European Commonwealth had kept peace on a continent which historically had been the most troubled continent on earth, but it was not to last. For years the Resources of the world had been wasting away, there had been warnings, but these warnings had been ignored. Then the oil changed from a flowing river, into a mere trickle and with worrying speed it was becoming less, and less and even less.
The Middle East had been the true power behind Europe, for without its vital lifeline of Oil would have fallen into war long ago, the two had been fast allies, but the greed of humanity finally showed its hand, negotiations led nowhere and so Europe went to war. But the war required fuel and it dried up resources faster than it was thought possible, the politicians hid behind paid guards as the two places fell into Anarchy, for a short while a brief duel raged, the swords being nuclear weapons and the duellists being entire countries.
Then the oil stopped completely, the Middle East became hell, blood fell like rain in a storm upon the golden sands. The winds were unceasing, Radiation permeated everything, it was but a glimpse of what was to come. The European Commonwealth called an assembly, it turned into a riot, the nation’s leaders withdrew and looked only to themselves. Allies turned on each other, but they turned on each other with conventional means, for no one wanted a repeat of the War in the East, at first.
Economies collapsed, Regimes rose and fell on a daily basis, hyper-inflation ran rampant, such chaos was only kept in check through the wars raging between the nation-states of Europe. The Soviet Union stood above it all, its oil fields kept safe by its mighty military, it perhaps could have helped avoid what was to come, but it stood silent and merely watched the nations squabble and bicker and fight like children over toys, but in the end, it fell too.
The years dragged on and then came the fateful year, 2077, then finally the fateful day came, October 23rd. The world fell silent as over the pacific the two superpowers duelled to and fro, then the winds of this nuclear storm fell upon Europe with terrible consequences. Nations that had been allies fired at each other for petty reasons, like a butterfly effect the nuclear storm gripped the world, then after two hours, the world fell silent, the crust burning, the atmosphere thick with radiation.
The Black rain came, whole ecosystems were wiped out. Then the radiation set in, mutations, deaths and poison, it became a simple fact of life. Then the remnants of nations emerged, new communities were forged through hard-work, overcoming adversity and surviving, despite the odds that by all that is natural, should have overcame them, but nothing was natural anymore.
The nations grew, communities fell and over time others were raised, until at last Europe appeared like the patchwork network of states it had looked like in the Middle Ages, and before the storm of 2077, the nations had survived Europe’s second dark age.
They say history repeats itself, I believe that myself, Like the Roman Empire did the European Commonwealth unite Europe, well almost. And like the Roman Empire of Old, when the European Commonwealth collapsed, so was the continent plunged into a dark age, slowly in some places, swiftly in others, but surely everywhere did the light of Europe slowly become dim and then extinguished.
But now the nations have risen again, they yearn to meet each other, who knows what will come of it, but one thing stays true. The weapons and the means change, but it stays the same nonetheless.

The United Kingdom of Great Britain
History: The United Kingdom was the old-man of Europe, minus a period of ten-years there had only been three sovereign states on the islands in over a thousand years (the latter two of-which formed the third) unlike the dozens which had come and gone with mere centuries of some nations and the shifting patchwork of minor nations and alliances with dominated continental Europe; that all changed however in 2077.
It had been the decaying colonial "super-powers" of Britain and France, eminent members of the European Commonwealth, that had spearheaded European intervention in the Middle-East though without even the engineered justification of the Suez Canol a century prior; waged for oil it was hoped by both, and indeed others, that it would pave the way for a second Scramble for Africa. The War would leave both regions utterly devastated and even the deployment of tactical nuclear weapons wasn't the ultimate cause of the armistice; notable British losses included the sovereign airbases on Cyprus which were crucial in the European onslaught.
Britain lost much of its remaining colonial holdings after the war as it became evident to the world that it was incapable of maintaining its Empire: British Honduras was invaded by Guatemala, Guiana declared its independence, Malta had been ruined in the War and the remaining Caribbean islands became US puppets.
The economy of the nation was ravaged and the nation gave-way into extremism and civil disobedience, this culminated in 2072 when a "terrorist" nuclear device exploded in Blackpool during the Socialist Democratic Party Conference, effectively killing the entire government; within the hour major airports had been seized, the M25 around London became a wall of traffic and "civil assistance" paramilitaries (read private armies of the aristocracy) were deployed alongside the police and army in quelling dissent around the nation.
The King announced the dissolution of Parliament on the same day and appointed the Duke of Marlborough as the Prime Minister at the advice of the remaining Privy Council and at his behest of the new Prime Minister appoint a new Cabinet. When the Great War came, the new administration was hidden beneath the Cotswolds of Wiltshire; still fighting the war at home against terrorists and civil unrest.
Government: The United Kingdom of Great Britain is operates from Hawthorn Palace, Wiltshire, and has since the final years before the Great War. Parliament has never been recalled, the monarch remains the head of state with the Cabinet of State serving as his primary executive body. The monarch, however, no longer democratically bound to obey the advice of the Prime Minister; all members of the Cabinet serve entirely at the discretion of the monarch though input and suggestions from the Cabinet is often taken. The Cabinet passes laws as Orders-in-, and of-, Council, the former being made and passed specifically in the monarchs present, input and consent and the later merely in his name though not demanding his presence.
Great Britain was divided into ten administrative regions before the war, since the re-establishment of a functioning central government and the creation of revised peerage an altered form of this structure still remains. These de-facto sovereign regions have since had many of their powers reformed and have been reorganised to fit with the new peerage.
The ten regions have become Duchies, each ruled by a Duke whom is responsible for ensuring that the entire region meets quotas from the Crown. Beneath the Duke are the Earls which roughly encompass pre-war counties, Earls are often merely administrators as the Earldom's are largely ceremonial and are often recruited from experienced local barons whom are seeking an easier life. Barons and baronies themselves are the lowest form of peerage, typically numbering half-a-dozen per Earldom, and are responsible for local administration of government policy such as maintaining constabularies.
Baronies are land-tenures from the Crown, the tenure is hereditary unless revoked due to incompetence but Earls and Dukes are appointed as administrators by the monarch and are not hereditary; various committees of peers, based on rank and region, exist within the Council of State to perform and advise the Cabinet and monarch on various issues.
Economy: The British economy is largely internalised, the majority of serfs are employed in vast agriculture and manufacturing projects. Private industry doesn't exist, Chartered Companies are commissioned, or petitioned to, the Council of State seeking resource allocation and land tenure for projects. Ship-buildings remains the primary industry of the United Kingdom.
Culture: High culture comes to the United Kingdom to die, little beyond wandering bards and violent sports exists amongst the serfs; amongst the upper-classes, equestrian sports remain the most popular but the traditional renaissance arts have no place. Only the philosopher-botanists of the Cornish Druids can boast a truly unique culture.
Military: The Royal Navy remains Britain's first-line of defence, operating thirty vessels from Salcombe in south-west England.
The British Army maintains a standing force of 18'000 personnel with an unknown, but presumably higher, number of constables and local defence volunteers whom are part-time soldiers use by barons to defeat local threats.
Technology: Medium-Low
Religion: Religion is no-longer a significant feature of British life though the monarch himself is likened unto God. Old-World religions may continue to exist amongst the Wild-men though new ideologies philosophies have sprung up in places; notably amongst the Cornish Druids.
Infrastructure: Transport between settlements is usually achieved by train with short-distance travel done on horse-back.
Most power is generated from the coal reserves that still remain under Britain and are capable of meeting the countries greatly reduced electricity demand.
Social welfare remains poor, the majority of serfs remain illiterate and in poor health.
Views on mutation: Mutant humanoids are shunned within British society and typically enslaved they remain most prevalent in the Wild-man communities.
The British countryside however is home to numerous carnivorous plant-life which lash-out with long, poisonous stingers before using them to dissect their victims and lift the meat into cups of acid. Cornish Druids from the Arcadia Project are tasked with researching and culling the mutant fauna in Britain.

History:
The History of the Colonial Republic of Portugal and all its associated domains begins in the aftermath of the Nuclear Storm of the war of 2077. Portugal was hit hard, however underneath all of the pre-war politics of Portugal there had been a single faction preparing for war.
In the Capital City of Lisbon, twenty years before the great war, ten years before the beginning of the resources wars, were a group of farsighted businessmen, politicians and military leaders gathered by a member of the royal family, around thirty-one in all, the details of this group are known only by one phrase that is at the base of a statue dedicated to them outside of the Senate House:
“We are the Night Watchmen”
Thus did they begin their plans, knowing that knowledge was what would lead them through the coming darkness. The Night Watchmen began hoarding schematics and using a phrase throughout all they did:
“The end justifies the means”
The Night Watchmen drew up their contingency plans and year by year so did war draw closer, when the resources war came, did they begin to act with increasing brutality, five years before the great war, the Night Watchmen launched a coup against the Republican government and in its place installed a dictatorship and then withdrew from the world.
The Night Watchmen during this time began moving people deemed important to the future into specially built shelters, then all they could do was wait for the war to begin and hope their plans would work.
When the bombs began to fall, Portugal focused on one thing and one thing only, defense, any plane that came towards it was shot down. Of course some bombs got through, but Portugal survived in a better state than some of the nations, but worse than the more prepared nations. So did the Night Watchmen emerge with their soldiers and their weapons and over the next fifteen years began a brutal re-occupation of the land, they executed mutants that were mad, but should a ghoul with certain uses appear, it was spared.
Once its old borders had been re-established, Portugal turned inwards and began rebuilding. Roads, housing, farms all were rebuilt, areas were quarantined and slowly life looked as if it was returning to normal, fifty years after the war, Portugal was rebuilt, well almost. Throughout the rebuilding the people talked of one thing, an empire like the days of old, Portugal had been the first Overseas Empire-builder, surely it was its duty, its right to claim dominion over all else it wished.
Civil war came, between the colonialists and the moralists as they were known, the war lasted five years and the colonialists won. The Government that came afterwards is the name that stands today, the civil war however blew up a lot of the infrastructure and is still being repaired.
Portugal expanded, it raced to Gibraltar, whilst it got Gibraltar, it lost the land alley to it, Gibraltar would be cut off by land, but supported by sea. The army then turned north and conquered the wild pre-war Spanish region of Galicia. Portugal now stands (relatively) silent, watching its borders with a wary eye, its plans known to none, for whilst it wishes for empire, it has to choose where it wants this empire.
Government: A Parliamentary Republic, well it goes like this:
Imperator – One man – Hereditary title, though with some loopholes here and there in case the Imperator goes mad or something.
Inner Cabinet – eleven men, the most important men and the Imperator
Greater Cabinet – made up of twenty-one men.
The Senate – the Senate consists of a representative from each region of the Colonial Republic of Portugal and each minister from each ministry or department.
Economy:
One Escudo= One Hundred Centavos
The Portuguese Economy is centered around two things, ship-building and banking, there are other industries but these two are its main industries. Ship-Building is ran by the Imperial Lisbon Ship-Building Yard, which operates eight facilities along the coast, five military, the other three built for cargo ships.
The Imperial Bank of Portugal runs the entire banking system of Portugal, it regulates the markets and quite a few other things, the Chancellor of the Bank is referred to as the second most powerful person in the country, though all fear the wrath of the Imperator who of course is the most powerful man in the country.
The Market is regulated with only the armaments, banking and resources markets being owned by the government, the rest is Laissez-Faire.
Culture: Proud, the culture revolves around the idea of duty, discipline and family, do your duty to your country, be disciplined in all you do and honour your family, but duty to your country comes first.
There are three distinct classes in the Republic, Upper Class, Middle Class and finally the Working Class. The Working Class tend to be unable to read, though steps are being tsken to improve this, around 55% of the nation is illiterate.
Military: Focuses heavily on the Navy. In terms of use it goes:

The Largest of the three forces and the most well-equipped and generally the best of the forces, the Navy is used in projecting Portugal's power into the Mediterranean and the area around it, Portugal has no interest in any lands north of it, the navy is kept manned by a system known as orphan enlistment, in which orphans are raised for service in the navy, allowing a longer time for training and so better sailors overall, the minimum enlistment age is 15 years old, the navy is a career choice, once you've joined and passed the training, you're in it for life, well until you get old and grey or injured, or die. Technology: Medium-Low overall apart from one sector(energy).
There are no robots in Portugal. Energy- wise however is where Portugal has its scientific efforts focused on, with three large scale fusion reactors having been built to power a massive 30% of Portugal’s Electricity, each ship in the navy has a fusion reactor, but that is it in terms of Fusion power, they’ve only been successful on those two fronts.
However 30% of the country remains unpowered specifically the farms, rural areas. Another 30% of Portugal's energy needs is met by the Hydroelectricity dams and a meagre 10% is met by solar power. The country is connected by a system of steam trains, though they only run along the coast and to the border garrisons, the railway system is designed for Military use in times of war. Almost all of the administrative files in Portugal are paper-based.
Computers are used in three sectors only, the energy sector, the ship-building sector and the Naval Military sector. Medical technology is with more reliance on bandages, antiseptic’s and stitches rather than the stab in a stimpack and leave it to heal method.
Religion: Catholic(this is Portugal)
Infrastructure: Main sources of electricity gained from Hydroelectric and the large bulky nuclear fusion reactors. The roads are in rather poor condition, in the capital of Lisbon and connecting the naval ports are well built roads, but the others are damaged and many are just beaten dirt tracks.
Most of the people travel through the country via the system of steam trains that are very efficient and always on time. Most of the fields in the country are devoted to Agriculture, the few that aren’t are probably the ones around military bases where the fields have to be flat so as to allow a clear line of sight.
There are sewage treatment facilities the water is clean for the developed city areas, but lacking in the undeveloped rural areas, the Hydroelectricity facilities are built with more than just energy demand in mind. Airports, the only planes are the military planes and the five Diplomatic planes(Douglas DC-3’s). There is a working Telephone system, all wires and cables are underground, whilst more expensive it is safer and allows more land to be used productively. Housing is relatively good, the standard is a two bedroom house with a kitchen and living room, though in rural areas it tends to be a simple two room cottage.
Waterworks are very good, with flood defences built and all that. Waste is generally recycled, though what can’t be recycled is dumped in mines that have ran out of resources and the plan is after the empty mine space has ran out, to incinerate the waste. There are public services(Police, fire service and paramedics) Criminals are tried in courts and usually sentenced to Penal Work Facilities where they do things nobody else really wants to do.
There is a working system of schools, though the working-class have been slow to accept it. There is a health service, but no Social Welfare. However every so often there are damaged areas, though they tend to be at the borders, Gibraltar is purely a Military Base and so is highly developed, Galicia meanwhile, is really poor compared to the rest of the Republic, but steps are being taken to change this, albeit half-heartedly as Spain is viewed with contempt by the senate.
So it isn’t perfect, Portugal just keeps an image of relative goodness, but there is imperfectness, about 30% of the nation and almost all of it is in the rural areas.
Views on mutation: Well, Portugal has evolved quite far, so it now rather than executing mutants in the street, it sends them to labour camps, Ghouls who are of use in fields that could develop Portugal are valued and so are allowed to work as they please, but they are watched nonetheless.
Mutations and Diseases: Ghouls are a pain, however in Portugal there are more dangerous creatures, feared in Galicia is the http://community.us.playstation.com/t5/image/serverpage/image-id/102321i12000C7EC5F3CD47/image-size/original?v=mpbl-1&px=-1, none know of its origins, only one nest exists and even then the creatures are so feared by the locals every year a sacrifice is offered to keep them fed and content.

Name: Alexandros Ferrara
Age: 31
Nation: Portugal
History: Born sometime ago, Alexandros was born to a French mother who died in childbirth. His father was the Imperator and so Alexandros was brought up for Politics and taught many other things, though Alexandros is remembered for his service as a Captain in the Navy for three years. At the age of 21, Alexandros inherited the title of Imperator from his dying father and surprising the Senate, made some changes and actually ran the republic on a day-to-day basis, Alexandros has shown himself to be both caring and ruthless.
At seven years old, Alexandros had once climbed over his garden wall and found a middle class girl called Lucille, Alexandros kept his identity relatively secret, telling her only his name and saying his father worked for the Republic. Cultivating the friendship, it eventually came to an end when Lucille saw him at 21 at the Coronation Parade. Alexandros was able to hire her as his secretary, valuing her as someone who didn’t agree with everything he said and was actually a friend, his was a lonely childhood.
Over the years Alexandros has begun to develop sociopathic tendencies, preferring solace and tending to his garden or playing his variety of instruments. He has also begun to sponsor naval expeditions into the Mediterranean and the Azores.
Role: Imperator of the most Imperious and Majestic Colonial Republic of Portugal and all her associated Domains.
Sub-faction: Moderate Colonialist – believes in gradual expansion rather than rapid expansion or little to no expansion.
Personality: Warm, Alexandros is welcoming, but don’t doubt those warm and welcoming things about him, behind it all is a cold and calculating mind, well at politics anyway. Having executed about twenty treasonous politicians in his time, he isn’t afraid to get his hands dirty, at his side, usually, is his trusty Mauser C-96 given to him by his father at nine years old, which he is a crack marksman with now.
Alexandros can speak fluent English and French, though he has begun to look into learning Italian with some interest.
Appearance: Alexandros has a light tan, He is lean and is 6ft 1inch tall. His eyes are a piercing grey, unusual in Portugal, but his Mother was from a family whose blood is also descended from northern Europe. His facial features are sharp, Alexandros is clean shaven, his hair is cut to a short-medium length, the front is combed to the left, on the right hand side of his forehead is a vertical scar that travels five centimetres and is about two millimetres in width.
Alexandros usually wears a three piece suit with a purple tie, the waistcoat, jacket and trousers are black. His shoes are black shined oxford shoes and on his right hand is a wristwatch.

Name: Lucille Silva
Small Description: The Secretary, personal friend(and rumoured lover) of the Imperator, Lucille is rather beautiful, but has a sharp mind and will use it, though she prefers to smile and nod. She usually wears a skirt, smart shoes, a single-briasted jacket, short-sleeved dress shirt, a tie, a necklace and every so often an ornate hairclip. Lucille is 5ft 7inches, has a slightly tanned skin tone, her hair is a glossy black and falls back past her shoulders and if let loose would fall down to around six centimetres above the small of her back. Her eyes are a sea blue colour and her facial features are sharp. Born in the middle class to a French mother and Portuguese father, Lucille can speak fluent French and English, having taught Alexandros how to speak French and in return being taught English.

Name: Neo Roman Empire (NRE)
History: After the Great War, chaos ensued in the land of Italy. For a period of 5 years, totally anarchy ruled the day. Then one day, a man rose up from the chaos and brought order. That man was Cassus Caesar. Cassus Caesar was a revolutionary, a man seeped in the history of Ancient Rome. He had a vision for Italy, a vision that would cause it to rise up from the rubble left by the old world and usher in a new era.
His vision? The total rebirth of the Roman Empire. Dubbing it the Neo Roman Empire, Cassus raised an army, and over the course of a few years, brought about his vision. His armies went forth and conquered in his name, capturing what they could from the mutant hordes of what used to be Italy.
Cassus used his power to assert the power of the Emperor, claiming the Emperor to be nothing less than the king of all. Through his charisma and use of brutal force, he established himself as the unquestionable ruler of the Neo Roman Empire. He reinstated the system of old Rome, implementing many of its properties, as well as some of his own devising.
However, Cassus was but a mortal, and no matter how much his people believed otherwise, he could not escape this fact. Not truly. So, Cassus had an idea. One day, he made a declaration. He told the people of how his earthly body was decaying, and it would not be there much longer. But he told them to take heart, for the lord of all would not forget his people. As his body passed on, he would use his powers to reincarnate himself for generations to come. Cassus made a declaration of who the next Caesar would be, and met with the man in private.
Cassus died, and the new Caesar took his place. This went on for a number of years.
Now, it is the 4th Caesar's reign. His name is Caesar Magnus, also known as the greatest reincarnation of Caesar. He was a born military leader, conquering many peoples himself, as well as slaying numerous great beasts. He upholds all that his predecessors have. His destiny is yet to be written however, and the next few years of his life will the most pivotal point for the Neo Roman Empire since the first Caesar.
Government: Government in the NRE is simple. Caesar is king and in charge of all. His word is law, no questions asked. Anyone who thinks differently is subsequently put to death in front of the masses as a testament to Caesar's might. Caesar is assisted by a small council of personal advisers.
Underneath Caesar is his Legate, the general of his armies. Sometimes, a Caesar may appoint multiple Legates. Under him/them are the Senate, who regulate things that Caesar otherwise has no time for. Even still, if Caesar so wishes it, his word trumps theirs regardless of circumstances.
Underneath the Senate are a series of military governors which are over various sections of the Empire, and further organization is up to that military governor, with the vast majority of their elects coming from the military.
However, again, all things are Caesar's to do with as he wishes.
Economy: The Economy of the NRE is reminiscent of the old Rome, though with a few twists here and there. The currency is still the Roman Aurelius, though with the new Caesar's face on the front side of the coin and the Roman Pantheon on the back.
the NRE deals in a few things. They are farmers, weapon makers, stone workers, mining, and slavers. Stone workers and artisans are the jobs in highest demand.
Culture: Roman life is a multicultural one, though with a generous amounts of Roman overtones throughout all aspects of life. The caste system is also in place, with the lowest being the slaves, the "freedmen (Lower class)", then the Perigrini (Middle class), then the military, then the "Domi" (Upper class, Senate), and finally, the Emperor himself.
Women are also treated as they are in the Legion: Little more than property and used for mainly for breeding purposes.
Military: Main branch is the Land forces. Navy is second, and Air Force is the least-manned branch.
Ranking in the military are exactly like Caesar's Legion, such as the Legionaries, Decanus, etc.
The Legate is Caesar's right hand, the vassal of his will. He is in charge of the overseeing of the military, and well as having an influential hand in the political realm. He is Caesar's most trusted confidant.
Frumentarii are the spies/assassins, Centurions are the military leaders, Vexillarius is the standard-bearer, and the Praetorian guard can be considered the "Special forces" of the empire.

Any other Roman military branch is outfitted in a variation of this equipment, except for the Praetorian guard, Centurion, and Frumentarii, who have their own combat uniform.
The military is a huge part of Roman life, and as in Caesar's Legion, the military is heavily emphasized. Mutants are also used as a military force commonly.
Any aircraft are WWII choppers, and the Navy is mostly consisted of Pre War Battleships and scout-type boats.

Religion: Religion in Rome is a unique one. As the old Roman Empire, they have their own set of gods. However, just like the old Empire, any lands they conquer, they assimlate their religions into the Roman one instead of trying to eradicate it. As a result, there are many different religions in the Empire, and one can choose whether or not to observe the deities.
However. There is one thing a Roman citizen can NOT choose to neglect. Caesar is king. Caesar is lord. Everyone must pay homage to Caesar, as he is considered the chief of all these deities. If one chooses not to worship Caesar in this matter, that is grounds for death. No questions asked.
Views on mutation: Mutants are considered little more than slaves. However, Caesar sees them as a resource, and uses them as slave labor and soldiers. A promise to the mutant population is that if they serve Caesar faithfully, they will earn their freedom. This is mostly to keep them motivated, though a few have been known to see this promise through.

Name: Osmanl? ?mparatorlu?u The Ottoman Empire (1299 -1923, 2083 - present)
History: With the resource wars wrapping up in the Middle East most of the small countries break down into bands of warlords fighting to control as much land as possible. The large oil producers like Saudi Arabia become insignificant and the cities that haven't been nuked are continuously raided. However previous middle eastern powerhouses which include Israel Turkey and Egypt manage to keep some control over the remaining populace of their respective countries. The government of Israel, in order to preserve Judaism, began its conquest of smaller countries including Syria, Lebanon, Georgia, and Jordan for the acquisition of proper land and resources. In 2070 the Israeli government begins construction of a large scale bunker complex across the east border of the Mediterranean sea, but many of the bunkers and tunnels are left unfinished due to the Great War obliterating much of the Middle East's large centers of population and infrastructure again.
Unlike the Israeli's the Turks lock down what they can. Immediately following 2060 full scale relief efforts spring up in an attempt to save what is left of the country and to gain support of the people. Ankara and Istanbul are abandoned and the government takes refuge in Adana and rumors spread of Greek take over of Istanbul, however it is of no concern to the Turkish government. As the stability of Turkey continually fails more and more people leave the governments programs as they do not offer aid to everyone. The National Assembly decides to focus all efforts on cities with any sort of infrastructure and the immediate surrounding area leaving the land controlled by the Turks as circles on a map. In 2076 the conditions of Turkey slowly begin to stabilize, but all the work is rendered useless when the world is engulfed in atomic fire.
The five years following the Great War the Turkish National Assembly lays low, and in 2082 a six month long meeting begins. It is finally decided in 2083 to reestablish the Sultanate of Turkey as the use of democracy becomes close to useless in the new world. A strong leader is required to rule the people under a harsh martial law and Ali Fidan I (A Noble Sapling for a new country) is declared to be the new Sultan of Turkey. Immediately Adana is reinforced by Ali Fidan in order to repel any invaders who may dare to take the city. Contact with Gaziantep and Urfa are made and European Route 90 is set up as the major trade route between the cities. Due to the small size the strip is heavily secured and stability falls over the area as harsh law is maintained by military presence. The only expansion made during the first days of the reestablishment empire was a narrow strip of land to Ankara and including the city. Ali Fidan died in 2101 and his son Suleiman took over as Suleiman III.
Suleiman soon reintroduced the non-secular regime back to the territory and became the 38th Sultan of Turkey and the 30th Caliph of the Ottoman Empire. The main religion of the area was Islam and for the next 35 years almost everybody was solely a Sunni Muslim. When the future survival of turkey was apparent Suleiman raised an army of considerable size and prepared to strengthen his weak "empire". An army of 1,000 soldiers of the 15,000 population was ordered to move and take Aleppo. After a few months of fighting of various raider groups the men succeeded and the city was taken over. The stability over the area was low and it suffered continuous attacks from raiders and warlords, but stability was brought to the area in 2105. Over the next 30 years military campaigns continued and in 2136 the Ottoman 1st army reached Jerusalem, but like the rest of the Israeli cities it was almost useless. Due to religious importance immediate renovations began on the city.
In 2140 due to logistical failures Ankara was lost to the Ottomans, but Suleiman deemed this necessary as it was far too costly to hold onto the city. Within the next five years the Ottomans expanded their reach to the Islamic holy city of Mecca, and like Jerusalem renovations began immediately, and Cairo. As the territorial claims moved eastward the Ottomans found the terrors that the Great War brought onto the world. In the Arabian and Syrian desert mutated humans found refuge in small abandoned towns and derelict bunkers. The army called these people mud men as their skin appeared to be a nasty muddy texture, but it was just mutations due to the radiation. In 2157 the army broke through a mud man stronghold and made contact with Baghdad. Suleiman III died in 2159 and during his death was nicknamed Suleiman the Great (not to be confused with Suleiman the magnificent) for his military campaigns and domestic reforms. His second son took the throne as his first son died from disease and he was Serdar I. Under his rule religious tolerance was issued in a similar fashion of the old empire and the laws were changed offer each person equality. Although the attempts were just and in good nature it could not stop conflict especially from raiders and mud men who plagued most of the southern territory.
During 2171 the Ottomans work to reduce mudmen numbers, but they seemingly have a endless supply of mutants. With the acquisition of Baghdad a newer more threatening enemy than any mutants reached the Ottomans. The Persian Empire which was rumored to be the most expansive in the world challenged Ottoman authority over religious matters concerning Islam. Although tensions remain tense, little fighting has actually taken place.
Government: An absolute monarchy ruled by the ?ahin dynasty. The Sultain or Caliph decides all laws and his word is final, however the religious law over the subjects didn't allow for the ruler to abuse his power substantially.
Outside of the monarchy are the three courts. One for Islamic purposed, one for non-Islamic purposes, and the last being the trade court. The rest of the government and laws resembled those of the late Ottoman Empire.
Economy: The Ottoman Empire is mainly an agrarian society, however several of the larger cities like Gaziantep can use factories to utilize metals to their full potential. Various mines are scattered throughout the western mountains and jewels are prized among the people. The Ottomans also fish extensively in the seas surrounding their territory but much of the area is plagued by pirates, so mercenary work as privateers isn't uncommon as they work with the Navy to destroy them.
The Suez Canol is also important to the economy for those who move through it.
Culture: Culture, at least in the Northern territory attempts to flourish taking much of its post-war culture from the Ottoman Empire of old. Poetry and literature flourish in the area and it is often done in the using artistic calligraphy. Along with writing is art and music which is of the highest detail and very pleasing to see or hear.
Many items produced out of cultural viewpoints include carpets and jewelry, also claimed to be the most exquisite in all of the world. Silk clothing is also made and looks very eloquent.
Buildings are also made in a classical Ottoman design, and many of the higher end areas include theaters, cabarets, and coffee shops which serve fine Ottoman cuisine.
Women although not equal to men due to religious law are granted many freedoms in the Empire.
Military: The Ottomans are mainly focused on their army, but the Navy is considered tough too, and the air force is barely existent.
Ottoman Army: 20,000 active personnel (only men serve)
The Ottoman army is equipped with Kevlar armor styled in old Ottoman armor designs Along with their standard equipment they use variants of the M-16 and G3 assault rifles. Old jeeps and trucks are used to transport goods across the deserts of the area and many of them come in a makeshift form.
The guard of the Sultan are the Janissary's who also have been trained to undertake special operations. From birth they are selected to undertake a harsh training and they all lose identity besides a code name they are given, others are not even allowed to see their faces. (the plating is more Kevlar though)
The Ottoman Navy: 9,000 active personnel
The Ottoman Navy consists of 5 Frigates, 5 Corvettes, 5 submarines, and 10 make-shift combat boats. The Navy primarily fights off pirates from Egypt, Libya, and the Arabian area. Along with fighting pirates they closely patrol the Suez Canol and keep it in an operating condition.
The Ottoman Air Force: 1,000 active personnel
The Air Force is small and only conists of several F-80 jets from old US bases found in Turkey, and several Spitfire Mk XIV's.
Technology: Their technology for the military is medium-low, but their people benefit from a medium-high technology making the Ottomans a medium technology.
Religion: There are many religions in the Ottoman Empire as tolerance is allowed.

Ukraine (Andro)
Name: Ukraine
History: Before the Great War of 2077, Ukraine was still a member state of the Soviet Union, with clear signs of dissent beginning to show within the Ukrainian local government. Political misunderstandings with the Kremlin and the great depletion of resources caused by the European resource wars, began a movement for Ukrainian succession from the USSR, which was beginning to take hold when the Atomic fires rained down on October 23, 2077. Ukraine was not a nation terribly affected by the bombs due to its relatively back-water political status, however, another great catastrophe proved to be its Achilles heel.
In the immediate aftermath of the war, the Chernobyl Nuclear Power plant suffered a catastrophic explosion in its 4th reactor, due to a malfunction believed to have been a result of the power disruption caused by Great War and the inability of the authorities at the plant to respond effectively due to the chaos the war brought. As a result, the radioactive contamination from the massive explosion spread far and wide in the area of Chernobyl and the town of Pripyat, which was completely abandoned and evacuated by its population. Much of the Ukraine itself also experienced the effects of radiation and fallout from the plants reactor core contents.
As the post-war Ukrainine government, now fully independent from any remnants of the Soviet Union, struggled to reclaim its hold on the country and survive, one of their first acts as a reconstituted government was to create a large “Zone of Alienation” around the Chernobyl Disaster Zone, and construct a massive sarcophagus to seal off the Power Plant’s radioactive contamination and prevent further damage. While the given reason for the Zone was to supposedly safeguard its remaining populace, in actuality, a major reason for the exclusion zone was the military research which had been conducted at the Plant and the surrounding area in the years leading up to the explosion, and which was now running awry as a result of it. Strange anomalies began to be reported in the Zone, as well as sightings of horrible mutants, and the existence of a mysterious object known as the “wish granter” which was supposedly located at the heart of the Zone near the Power Plant itself.
Groups of braver souls began to venture into this exclusion zone, forming independent factions which took artifacts from the zone and brought them out to sell to scientists and other post-war governments. The Ukrainian government meanwhile, attempted to do all it could to prevent these individuals from entering the Zone, and tried to contain the Zone’s effects, while also sending its own researchers in to study the exclusion area.
Of important note, was one such independent group with arose within the zone was known as “Monolith” which apparently worshipped the “wish granter” object as some sort of deity. Seemingly brainwashed and crazed, they proved to be the most hostile of these entities. This group of zealots caused problems not only for the Ukrainian government, but the entirety of the factions within the Exclusion zone as well.
As the years have rolled by, the Zone has remained as mysterious and dangerous an area as it had in the immediate aftermath of the war. Its borders have also expanded, and it is currently the single greatest focus of the Ukrainian government’s efforts: containment and, gradually, exploitation of the Zone for the benefit of post-war Ukraine. Dangerous and bloodthirsty mutants haunt the ruins of the Pripyat and the entirety of the Zone, and the independent factions within have remained as such. Dangerous as it is, its allure to various adventurers and fortune-seekers, is unmistakable.
Government: Semi-Presidential Unitary Republic. The government of Ukraine operates much as it does in the modern age, with a President, Prime-Minister, and the Verkhovna Rada (parliament.)
The Ukrainian Government is widely known for its corruption as well. And the bribing of officials, military agents, and officers is often what allows individual access into the Zone when it is against the law to do so. Despite these issues plaguing it however, the government has surprisingly stood the test of time.
The current capital is Kiev.
Economy: Largely agricultural based, as well as significant amounts of industry. Ukraine before the war had the second largest economy in the Soviet Union. With the Great War and the Chernobyl disaster however, this has obviously meant a significant decline.
Another major source of income is the selling of and acquiring of research objects and artifacts from the Zone.
Culture: Largely based on a 1970s-1980s feel of Russia and Ukraine. A significant portion of Ukrainian culture is based around fear, exploration, and containment of the Zone. And various myths, legends, and folklore have sprung up around it.
Inside the Zone, the culture is largely scavenger based, with various makeshift settlements and a general feel of survival and mercenary banditry.
Military:
Airforce: The Ukrainian Airforce is really its most important asset, and the military still operates and produces a fleet of Mil Mi-24 helicopters which have proven themselves durable and well suited to insert operations in the Zone and elsewhere. The airforce also has a few squadrons of soviet-era jet-fighter craft as well.
Army: Composed of 22,000 soldiers, most of whom are armed with soviet era weapons including the ever popular AK-47.
The State Secret Service is the branch of the military primarily responsible for operations within the Zone, as well as its containment and security. Many of these units are the best of the best that Ukraine has to offer, and boast more advanced armor, such as armored uniforms and military exoskeletons.
Navy: Ukraine maintains a small navy of refurbished ships stationed in port-cities in the Crimea. Its primary role is to stop Black Sea pirates and ensure the safety of Ukrainian coastal towns.
Technology: Between mid-tier and high-tier technology. Elements of the Zone in particular still yield some bits and pieces of surprising high-tech equipment. Which is what the Ukrainian military is hoping to recover.
Religion: Mostly Russian Orthodox, however various new religions have also sprung up in the aftermath of the war.
Views on mutation: Fearful for the most part, of what exists in the Zone.

Name: New Carthage
History: Tunisia like many other countries during the resource wars was shattered and destroyed by more powerful invaders. Although one of the top African economies, and a relatively powerful world economy, incursions from relatively lawless sub-Saharan Africa and the attacks by more powerful European nations, notably France and Italy.
Post-war the capital city of Tunis was left nearly in complete ruins. On the coast in neighbourhood of Carthage was where reorganisation efforts began only a generation after the nuclear war. Carthage soon banded together with the rest of the remnants of the city, declaring the entirety of the city to be named Carthage shedding off the old identity of Tunis. From Carthage civilizations spread down the coast and out to the hills, as other local towns, populations and tribes agreed to be a part of the burgeoning nation of Carthage, which styles itself after the ancient Mediterranean nation of the same name.
Government: The Carthaginian Council is made up of representatives called a Governor selected by each Governate of Carthage. They make up the Council which is the main decision making and legislative Council in Carthage. The military leadership has strong presence, as the dangerous world makes famed and quality military leaders prized people within Carthage.
Economy: Similar to pre-war Tunisia.
The economy has a large agricultural section based around the numerous lakes located in south Carthage. These agricultural products such as dates are more exotic compared to the run of the mill products of Europe. Fishing, as the country is a coastal nation also provides much of the
Manufacturing and mining also make up a part of the economy. Textiles are manufactured in large quantities, and ferrous and nonferrous metals are mined or harvested as scrap from the destroyed pre-war landscape. Shipbuilding is the main large manufacturing process; other things are done by clerks or artisans on smaller scales. Factories are present but in a significantly smaller number.
The energy sector of Carthage consists of refurbished pre-war nuclear reactors and the drilling for what remains of the deposits of oil in the country. The oil is considered by far to be the most coveted treasure of Carthage helping to fuel their powerful navy.
Culture: “Liberty, Order, Justice” is the national motto. The culture of Carthage represents these aspects, the people living relatively liberal prosperous lives free of tyranny. But the post-nuclear world is one of chaos, fear and war, and so order must be enacted and kept at all times regardless of the cost. Justice represents the values that the people wish to see enacted a fair and equal society, which it largely is, where the people can live free of the fear of the outside world and mutates that haunt them, a just land, Carthage will not quiver in the face opposition.
The main language of Carthage is Tunisian French.
Military: Carthage situated on the North African coast focuses mainly on keeping a large powerful and updated navy. Ground forces are required to keep the peace at home and expand land territory abroad, and an air force is required to back up the fight at sea. Keeping the foes off of Carthaginian land and on their side of the ocean can prevent conflict in its entirety.
Technology: Carthage is middle technological faction, they have the ability to manufacture navy and provide the upkeep, and they manufacture a wide variety of goods and while operating many mining and agricultural products.
Religion: Islam is the dominant religion of Carthage. Though with the countries liberalisation in the pre-war and post-war era it is not a policy defining force that it once was many years prior to the Great War.
Infrastructure: Roads are in relatively good condition though Oil is reserved for military use only.
Nuclear Reactors power much of the country, and what can’t be powered by nuclear reactors is either unpowered rural areas or powered by the burning of waste products.
The south is where large agricultural products along the banks of the grand lakes take place.
The north is a more mountainous area where mining and industry are.
Coastal cities are were some manufacturing and fishing industries are located.
A small network of electric trains can carry citizens north, south, east and west.
Views on mutation: Mutations are viewed as dangerous abominations depending on the type. All kinds of nasty creatures wander out of the Saharan deserts that cause problems in the country. Mutates at sea are caught and eaten, the relationship towards mutates varies depending upon the kind. By and large, powerful dangerous mutates are enemies, and harmless mutates and not.

Khanate of Irradiated Horde (Securitron)
Name: Khanate of the Irradiated Horde
History:
At the time of the Great War the Nation of Mongolia was a puppet of the Chinese, when the war started few Nuclear weapons hit Mongolia directly however vast amounts of Radiation were swept up by the winds and into Mongolia itself,t his radiation turned a large amount of the native population to Ghouls. Among them was a General named Alakhai Beki who was transformed into a Glowing One. Throughout the decades after the Great War Many different factions rose up, however the most powerful was led by Alakhai Beki, who had managed to keep what was left of the Mongolian military (that had not been destroyed or that had not ‘volunteered’ to aid China) under his command.
Despite being the militarily powerful faction in post war Mongolia, the military remnants were also in the weakest strategic position, with their southern border constantly being attacked by radiation created monstrosities from China and fleeing Chinese troops. Combined with the radiation severely effecting how many crops could be gown. Luckily however the military remnants had one thing that the other factions did not – Horses – Healthy and numerous enough to be bred and used for war they were used to great effect by Alakhai who could constantly outmanoeuvre his enemies and disrupt their supplies.
Eventually Alakhai conquered all of pre-war Mongolia, however, growing numbers of both men and horses to feed, combined with more radiation from China affecting crop growth meant that more land had to be taken. Alakhai then began to enforce stricter discipline into his army, training them in the arts of fighting on Horseback to prepare them for whatever challenges may lie beyond their borders.
In 2138 The ‘Khanate of the Irradiated Hordes’ as Alakhai (or The ‘Glowing Khan’ as he had been named by his troops) called the new nation, set itself into motion, they sped westwards, claiming large amounts of unpopulated lands, most Cities and tribes that resisted were quickly beaten and annexed.
The First major challenge to the Khanate was a city that had been founded around a Russian military base, the forces in it were well equipped and deeply entrenched, they had artillery and some primitive power armour, Alakhai was able to completely surround the base, cut off all supplies, draw their main forces out of range of their artillery when they attempted to break the siege and force the surrender of the base or else their trapped army would be destroyed. The capture of the base allowed the Khanate access to the highly educated population it contained; the people within it were forcibly dispersed amongst other Khanate holdings to serve as bureaucrats & teachers.
After the victory at the military base the conquest of the Khanate paused to allow proper administration to be set up and infrastructure rebuilt. Logging towns & large farms were built up & rewards such as free food, free lumber & military protection offered to those that would man them. Roads and small scale local power plants (powered by wood) were built.
However, during this time, remnants of the Chinese military had managed to unify and had occupied Mongolia, all attempts at counter-attacks failed as all forces sent would be cut down by hails of bullets from seemingly nowhere. With the homeland lost, more attention was focused on going west & towards the Black sea.
Government: Absolute Monarchy under the Glowing Khan. When areas are conquered member of the native population is selected to be the representative of that area to the Khan, these representatives inform the Khan of problems the area has and also to ensure that sufficient troops and resources are provided to the state.
Economy: A Primarily Agrarian Society. However the horde produces Lumber in abundance and also has large amount of (basically) unmutated horses
Culture: The Horde’s society is a very open & equal one People are not discriminated against on the basis of six, religion or mutation.
Military: A Heavily Cavalry based Military. Air force & Navy non-exist.
Military doctrine is based around outmanoeuvring the enemy, cutting off their supplies and exhausting the enemy.
The Khanate’s military can be split into 4 major Groups:
1. Skirmishers: Equipped with Leather armour & Assault Carbines, they are fast moving and designed to inflict damage on the enemy while avoiding enemy fire.
2. Dragoons: Equipped with Reinforced Leather armour & Scoped Hunting Rifles, they ride to vantage points, dismount and pick off enemy officers, machine gunners and artillery operators.
3. Charge Cavalry: Equipped with Light Metal Armour, 9mm Machine guns & Spears, while charging the first unit will fire at the enemy, when out of ammo they will ride around to the back lines and equip their spears, the second line will then begin firing and repeat this process until the unit has reached enemy lines.
4. Guards: Equipped with Combat armour & Marksman Carbines. They follow up the main army and are used to garrison strategic positions and pacify captured areas.
Technology: Middle-Low Tech, decent weapons tech, low transport tech, good medical tech.
Religion: The Spirits of the Glowing Fields. Glowing Ones are said to be shamans. But all Religions are equal under the law.

Name: Rapture
History: Andrew Ryan probably named his city after the goal he set in mind: To create a paradise free from all the people he saw as "parasites", a place of true rapture.
In terms of its philosophical underpinnings, Rapture can best be described as a "gulch. A "gulch" is a localized underground economic and social community of free-minded individuals and differs from a commune in that it is uniquely freedom-focused and so upholds individual and property rights rather than operating by the rules of a collective community.
The original goal of Rapture was to create a capitalist society free of religion and government, where any citizen could achieve for his or her own gain, rather than for the altruistic fulfillment of the wants of others. The "world's best and brightest" were granted freedom of will and choice in Rapture, unrestrained by government, religion and similar established institutions. Instead of abiding by the moral systems imposed by these institutions, values such as logic and scientific reason were to guide the inhabitants in their pursuit of achievement.
However, the would-be utopia had its flaws. In Rapture's purely capitalistic society, with no social programs whatsoever, everything within the city was privately owned and came with a price. This included the city's food, health care, sanitation and even its oxygen supply. There were few, if any, defined norms for businesses and labor, allowing unscrupulous business practices to flourish.
This system alienated Rapture's less fortunate citizens, who began to resent Ryan as naive and elitist. Andrew Ryan's hostility to "parasites" and his paranoia of these poorer citizens led to the downfall of himself, as well as his city. His edict that the outside world never be permitted to learn of Rapture's existence enabled a man named Frank Fontaine to build his criminal empire through smuggling. Unlike the capitalistic Ryan, the former mobster could not be satisfied by mere material wealth—he wanted Rapture to be subject to his dominion. Fontaine would go on to start a civil war that almost sealed Rapture's doom.
On December 31, 1999, a massive working-class uprising, led by Fontaine, occurred in upper-class locations. This sparked a civil war between Frank Fontaine and Andrew Ryan. During the 1999 New Year's Eve Riots, traditional ballistic weapons and explosives were used on both sides. The major conflict lasted about four months, but the violence continued to break apart the society of Rapture. The city lasted through the hardships and the survivors worked to repair the damage to the best of their ability, most was fixed but some was irrepairable and would hinder the city for years to come.
On the date of October 23, 2077 the city came close to it's death, massive tremors rocked the ocean floor, knocking down part of the city and flooding it. Radiation in the water mutated most of the population turning them into raving mad lunatics that were just shells of their former selves. Human survivors banded together and fell back to the better condition parts of the city and struggled to survive while there were many groups of humans living in the city at first, they either commited suicide or were killed by the mutates.
Around 10 years ago a group emerged from the section of the city armed with weapons and led by Andrew Ryan III and the remnants of the Rapture Central Council. They pushed the mutates back and cleared a large section of the city but the fighting caused even more damage to the city, almost knocking out water purification and the oxygen supply. A recent project has begun searching for any radio signals from the world above to seek help rebuilding the city and learn what exactly happened all those years ago.
Government: The Rapture Central Council runs the city and utilizes the cities remaining resources as best as possible. The council consists of four representitives, one from each sector.The sectors are Commerce, Security, Residential, and Executive.
Economy: The economy is in ruins, most businesses are destroyed or closed down with all resource allocation being handled by the Central Council.
Culture: They follow the pro-objectivist philosophy of Andrew Ryan and are highly elitist.
Military: Rapture Internal Security: 5,000 troops armed with standard ballistic weapons. 100 robotic forces, mainly protectrons.
Technology: Moderately advanced.
Religion: Mostly atheist.
Infrastructure: The city is falling apart and mostly running on emergency power and whatever's left of Hephaestus. Water Purification is barely working and food production is gone, due to mutates being in control of Arcadia. There's a small food shortage, people are having to cut back to two meals per day but nothing major yet.
Views on mutation and diseases: Mutates are killed on sight but some are kept imprisoned for research material. They haven't had much contact with wastelander diseases but common diseases are treated just like anything else.

The winter Solstice is in full swing when the assembly is called. New fallen snow falls gently on the old city of Geneva, the day is late nearing nightfall as the delegates arrive at the Geneva International airport, from there they are loaded into an armed motorcade of Mowag Eagles. The motorcade drives slowly through the narrow streets, medieval architecture looms over the road while militia members are on road marches along the motorcade. Christmas lights hang across buildings in anticipation for the coming holiday. Cultist of the Pagan churches within the city stand at street corners, garbed in robes and masks preaching about the coming of their gods. Children build snowmen, a few throw snowballs at the passing motorcade but retreat after stern looks from the guards. Many people wave to the motorcade well aware of those on board, soldiers salute as the motorcade comes to a road block at a street. The guard at the blockade and the lead driver of the convoy share a some heated words in French before the driver takes a right and heads down a side street. As the motorcade turns a quick delegate would be able to see that the blockade was up because of a raid on a row of townhouses. The occupants of which were bound on the side of the road while a strange flag is brought from a house by the Swiss soldiers. The convoy continues on, leaving the fate of the occupants unknown.
As the motorcade continues they pass a grim sight, along one side of the walls is a hastily constructed gallows. Limp bodies hang in the chill air, signs on their chest designate their crime; murderer, rapist, traitor and bandit. Several men in prison rags and blindfolds stand singing in German as they await their execution. Those delegates that can understand German can pick up that their song sings about Death to the Swiss. Their hateful song is cut short as the stools from which they stood upon are kicked out and the ropes around their necks goes taught. It is clear that the Swiss have no patience for those who break the law; most crimes are punishable by death.
Finally the motorcade ends its short journey at the end of a long street, an immense, intimidating building stands at the fore ground, and a few scattered guards defend its entrance. There were shops on either side of the street, bakeries and cafes were among the most common. The smell of bread and pies filled the air a few people wandered the streets on their way to dinner. The delegates were then escorted to the large stone building, the former office of the United Nations and lead inside. The building was heated and the delegates were free to remove their thick outer layers. A young blonde woman with shinning blue eyes wearing white blouse and black skirt and speaking in broken English lead the delegates down a long hall into a regal room. The room was center pieced by a long oak table full of food and drink from local places. Large wooden chairs lined the ends of it; sitting at the head of the table was a middle aged man who rose to his feet to greet the delegates.
“Hello and welcome, I am Alric Brantley, speaker of the council for the United Swiss states.”
