Why Yugoslavia? If anything, I'd expect it to remain independent from both the Warsaw Pact and European Commonwealth, like under Tito's leadership.

Perhaps Spain and Portugal should also be removed from the European Commonwealth, as both countries had dictatorship governments until 1975 and 1968 respectively(As the influence of Franco, and Salazar may have lasted).

Maybe Germany was united in the Fallout world too, but it was West Germany that was annexed by East Germany, not vice versa?

By the same token, Greece would be out, too. It was under dictatorship from 1936 to 1941, then it was attacked by Italy and invaded by Germany, after the Liberation there was a civil war lasting until 1949. The country emerged from it still unstable and its monarchy fragile, though, so after a coup d'?tat in 1967 the military junta of the "Regime of the Colonels" ruled until 1974.

Real world counterparts to the European Commonwealth originating from "cold war" times are European economic communities:

* the European Coal and Steel Community (ECSC), established by Treaty of Paris of 1951, declared to be "a first step in the federation of Europe"; the founding members of the ECSC were Belgium, France, Italy, Luxembourg, Netherlands and West Germany,
* the European Economic Community and the European Atomic Energy Community, established by Treaty of Rome of 1957 (in real world the United Kingdom joined these communities in 1973 (together with Denmark and Ireland),

as well as

* Western European Union (WEU), European military organization established on the basis of the Treaty of Brussels of 1948 (since the Amsterdam Treaty of 1997 a transfer of competences to the European Union was introduced, however officially WEU still exists).

I'm doubting the Berlin Wall ever fell in the Fallout Universe. As per West Germany being annexed by East Germany...Did the Soviets finally come crashing through the Fulda Gap and take West Germany?

Or are you referring to real world events...in which case the Federal Republic of Germany(West), and the Germany Democratic Republic(East), were united.

But I can't think of any instance, outside of fictional where the DDR annexed West Germany.
