Vegeta, what does the scouter say about Skyrim's fantasy level?
It's around 9,123.114. Anyway, I think the real problem here is that so many elements go into different fantasy settings that it's actually quite hard to distinguish between high and low fantasy. Sure some works are clear, but many are so mixed that they don't fit nicely into either category. One could have a high fantasy story set in a low fantasy world, this kind of difficulty in definition is all over the place, yet we insist of forcing everything we see into our predetermined ideas of genre. Quick example, nowadays 'science fiction' is used to encompass everything from Moon to Starship Troopers (book) to Star Wars, but really these all fall into a monstrous network of subgenres, Hard Sci-Fi, Military Sci-Fi, and Science Fiction Fantasy respectively. In fact Star Wars, ever popular and oft touted as one of the great works of Science Fiction (in film) was advertised as a 'Space Fantasy.'
Okay, enough of that, basically what I'm saying is since nobody seems to know the definitions of low and high fantasy, and indeed I doubt there IS a fully formed, official definition, we're just going to have to see it and judge for ourselves.
