every place needs its own atmosphere

notice how in oblivion you were almost always doing two things?

1: running through dungeons and mindlessly charging through enemies, this also happened outside of dungeons
2: walking through towns to get stuff

in skyrim i want....

1: to laugh my ass of from the crude humour used in and around bars
2: to laugh my ass of at npcs being stupid (yet humanlike- not bad voice acting or glitchy ai) around town whilst getting things
3: to be scared to death in undead dungeons.
4: to feel superior as i hunt down bandits one by one in a "predator" manner
5: to be very afraid whilst sneaking through vampire dungeons at a low level- as vampires are high leveled and are NOT level scaled to level 3!!!!
6: to be in awe at the beauty of the landscape (uber graphics are needed :) )
7: to feel baddass as i mow through waves of lesser enemies.
8: to feel intelegent when talking to citizens
9: to be awestruck by the might and ferocity of daedra, and afraid at lower levels
10: to feel intelegent as a take my enemy out in creative ways (see hl2 or bioshock)

how to do this...

1: make npcs tell FUNNY jokes, make them seem attracted to the opposite six. i think having disposition of over 70 should result in some quirky joke or flirty behaviour!! this would be funny, aid immersion, make the player more attached to characters and make walks through town to buy a spell a lot more fun.

2: make monsters BETTER!!
- dont let skeletons walk around aimlessly- make them play dead and then awake whilst the player is unaware or "in position" add random skelletons so that the player cant tell whats going to jump him.

- make ghosts act different! make them pop out of objects and soar into players screaming!!!!

- make daedra AWESOME!!!! make every daedra have a terrifying apearance

----dremora fought exactly like normal people in oblivion! they are imortal demons that pop up somewhere else when killed- they SHOULD NOT BE AFRAID OF DEATH!!. they should be more savage and vicious than all other races and should have animations that reflect this! --------scamps should try to dodge the player's attacks whilst hurling fireballs!! they should be AGILE!!! you cannot fight what you cannot hit!!!
----clanfear's should be extremely agile and fast. they should be able to outrun horses easily and attack like raptors. RAPTORS (the dinosaur) they should be able to jump a few metres in the air, pin people down and rip throats out!!!
---atronaches should LOOK elemental. only storm atronaches looked decent in oblivion, and its effect looked terrible!!!! firstly i have to say that the "glowing one" exploding effect was ****ing awesome and the atronaches should have it aswell as powerfull looking animations and spells, secondly- atronaches should "ignite" themselves when angered.
---- everything should have a battle cry
----- winged twilights should fly VERY FAST. and the best way to kill them would be to use your weapon like a baseball bat and pretend they are a ball :) so long as they dont zoom above and throw spells down on you...
----- daedroths, ogrims and xivilai should be slow, but very good at defending and should be deceptively fast. they have lots of health and like all daedra dont need to fear death....
-----all other daedra are bassed on one of these (although i want a daedric fish ) but make sure they ALL have powerful looking animations....

animals need to be awesome too....
-dogs need to act like dogs- they should charge forward and either knock you over to finish you or bite your limbs off. if in groups then they should try to circle you
-- wolves should wake you up in the night with their distinctive howl in the distance- once you hear this you know you should run as you know a pack is chasing after you...
--big cats need to be like wolves only stronger in every way (but never numbers)
-- deer should travel in large groups.
-- skyrims other deer like creature should be able to form stampedes away from predators (like dragons )
-- every animal should eat- wolves should fight over meals, dragons should carry them someplace else, ogres should play with their food.

3: SUPER GRAPHICS and noise
the more real skyrim feels- the better
the better the ambient sound- the different the mood of the player.

4: better leveling
vampires should have the best loot, but should always have very high attributes. if a low (or possibly medium) level player wants access to vampire loot then sneak would be necessary
weaker enemies like skelletons, goblins, mercenaries,,draugh, soldiers and possibly dremora/ guards should not get more health or increase in rank as you level- but rather get more numerous. killing more makes the player feel better than killing stronger enemies that should be weak...

5: games that every guy at bethesda needs to play and take notes from...
half life 2
bioshock
amnesia
deus ex (1)
mirrors edge
assasins creed (brotherhood?)

Funny, i think that description fits Morrowind better, especialy the part about mindlessly charging enemies.

We do need each place to be unique. That annoyed me about Oblivion, its all the same, almost everywhere.

How unoriginal. Irony at its finest.

Original no, well established and true, yes.
Seriously, almost every outdoor space was almost exactly the same. Mountainous areas and the blackmarsh being the only differing regions.
Because thats fun to explore in...

I like the idea of skeletons playing dead and popping up when you don't expect it. Be kinda cool for dragons to be hunting prey when they're not off attacking cities and stuff. Think it would be interesting to be running around exploring when you hear a deafening roar and a herd of animals starts rushing towards you while a dragon is flying after them.

I usually think things like that in games is boring. But in Skyrim, it could really add to the atmosphere.

Well, to add more feel to taverns I think bethesda should take their voice actors to the local bar, get them piss drunk and kick them right into the recording booth afterwards^^ that solves the funny part Skyrim needs in its towns and taverns

But yeah back to topic: I felt that during hours playing Oblivion it became boring, so boring I didn't walk into dungeons because they all looked the same. Ayleid ruins was just a pain in the ass and they also looked all the same, just dull. The cities was not very unique either, well Anvil was beautiful and unique, but the imperial city was horrible. The other cities well, they were ok, but none had this really unique feel to it.
However it seems Bethesda has learn the value of handplacing every item again this time, like in Morrowind. And the dungeons has its own little team working on them this time. I think Skyrim will have maybe the best atmosphere of all the elder scrolls tittles so far. I have faith in Bethesda, I really enjoyed Fallout 3 as well, they nailed this lonely and eerie feeling of the wasteland, spot on!!!

Always thought it would be much more awesome if skeletons and zombies would look dead and either get up when you approach them or they would actually climb out of the ground. This would be fairly easy to do, provided you don't count the time it takes to animate it. Just have a dummy enemy (invisible marker) on the floor and when a player gets close it spawns the enemy under the dummy enemy and does the crawl out of the ground animation.

Just wanted to point out that you said that they should be slow but deceptively fast ;p
Kidding of course but aside from that I agree for sure. The realism, especially in responses from NPC's really helps me get into a game.

While greater diversity would be nice, I found a fair bit of variation in Oblivions architecture at each place. The only ones that really looked similar to me were Cheydinhal and Chorrol, and even that wasn't that much.
