Everyday Magic

Let me start by explaining what I mean about "everyday magic". I'm talking about little things like starting a campfire, healing really minor wounds, or chasing off wolves with sparklers. Small spells that take a point or two of magika and have very minor effects.

Guards don't get real upset over the use of magic in the streets, but they seem to accept it, so it would seem magic is failry common, to some extent. Certainly Mer are gifted with potential, but how often do they really use their magic? Talking with apprentices at the college in Winterhold seems to indicate most normal people aren't very good with magic. If everyone could do magic, even if they were not very good with magic, it could still be very useful, but we never seem to see these instances. Is it because there is only so much that can be put into the game? Does "everyday magic" exist in Elder Scrolls?

You should've posted this in the lore forum. But I think they do. It's only done up in the trees whenever the mer go to visit their children.
