Exe optimizer has stopped working

I've tried for several hours to complete my Morrowind Overhaul - Graphics & Sound for several hours now. I'm currently trying to install the "Morrowind_Overhaul_SG_1.0", which is the first patch of the mod.

Everything has gone fine until the exe optimizer, 2:22 minutes in the video. The exe optimizer won't simply work. I've tried to replace the exe optimizer (exeOpt) with the newest version (1.9), but it still won't work! Can you guys help me?

If it helps my specs are:

Processor: Pentium® Dual-Core CPU E5200 @ 2.50GHz 2.50GHz
Installed memory (RAM): 4,00GB (3,00GB usable)
System type: 32-bit Operative System
Pen and Touch: N/A (Not availible for this Display)

I have Windows 7.

btw, I have followed the guide's exatly to the point! I have UAC turned off, installed it in this order: Morrowind, Tribunal, Bloodmoon, etc.

Even with UAC off, windows (7 64 bit) may not give exeopt permission to alter programs installed to the Program Files or Program Files(86) directories. If Morrowind is installed to a Program Files directory, you may need to either change the permissions for that directory, or uninstall and re-install Morrowind to another user-defined directory, whichever you feel more comfortable with.

FWIW, UAC is mainly a problem because of the pop-up windows it generates. They tend to crash morrowind in and of themselves. As far as I know, UAC has nothing to do with whether or not any program works or doesn't work. All it does is throw up a pop-up to make sure you want the program to run.
