Is it the same as Fallout 3 where you earn less or more Exp per kill depending on the difficulty your on?

Cool thanks

Casual players should not be punished playing on a less difficult setting

How is earning less XP a punishment. More like earning extra XP is a reward.

I can say quite confidently that while your manual says otherwise, in effect difficulty settings do not alter EXP as FO3 did, it simply makes the game harder/easier with no benefits/losses for example enemy DT is higher.

Idk about the manual but the game says it doesn't.

I was a bit miffed at first, but I finished right at 30 so I guess it was pretty well done.

I know the game says it doesn't. Just find it funny that the manual and CE guide claim it does effect xp.

If you play on hardcoe more you'l have a sleep metre, so you have to sleep regularly. if your character is rested up he/she gets an experience bonus. I imagine it's this effect which could make hardcoe mode more rewarding for experience.
