Honestly, I use both. Expanded Towns and Cities, then Immersive Settlements for ever town ETAC doesn't cover.

I too use Expanded Towns and Cities. It is worth it just for the expansion of Rorikstead alone, in my opinion. And I love the bridge across the river to the small Alchemist's shop in Riverwood. Missjennabee has returned to work on the mod during the past few weeks and it is now better than ever. She has released a brand-new update just today, as a matter of fact.

Along with missjennabee's mod I also use a slightly modified version of Barothoth's http://skyrim.nexusmods.com/mods/20335/?. The Rift is my all-time favorite region in an Elder Scrolls game and The Autumn of Whiterun makes Whiterun look like an extension of the Rift. The town looks so completely different that I actually get lost sometimes when running through Whiterun.

Two other expansion mods I use are http://skyrim.nexusmods.com/mods/36061/? by Captain Swoop and http://skyrim.nexusmods.com/mods/32204/? by Nernie and LP1. Together, these two mods expand Solitude nicely, in my opinion. Solitude spills out of the gates and onto the road leading to the city and on down to the docks as well. It begins to feel a little more like the capital city I have always imagined Solitude to be.
