Experiencing a very odd graphical issue.

As the title says, I've been experiencing a really odd graphical bug within the game for a couple days now. It started in the Glowing Sea, and I haven't been able to revert it back to normal ever since. I noticed it immediately, so I reloaded a few saves when I knew it wasn't an issue, and it was still like that. I'm on PC, running the game on ultra. Textures look like they are missing some layers or information that allow them to behave with light properly. Things like posters or garbage on the ground disappear as I walk towards them sometimes. Windows/metals reflect points of light as if they were a dab of solid colour. This is especially apparent indoors. There's a visible "haze" barrier that moves around the map with me as well. It almost looks as if it's a white-ish fog that's all around me. Textures look extremely odd as well - metals are often green, water doesn't look right, sunglasses are solid black. Using my pip boy light indoors almost looks as though it's blending its colour with the rest of the colours in the room, or that it just "paints" the green colour onto the surface. There's definitely something very strange happening here.

Here are 2 imgur albums that showcase many of the issues I've been experiencing.

Part 1 (Indoors) - http://imgur.com/a/Dorh2

Part 2 (Outdoors) - http://imgur.com/a/T16cW

The photos of the clutter on the ground have a visible line where they disappear as I move forward. It may be hard to notice, but it's there.

Does anyone have any idea what's happening? I could really use an assist here. It's completely ruining the experience for me.

Any help is greatly appreciated! Thanks in advance.

To rule out a game bug have you made changes to your INI files of graphics driver settings at all? Hard to tell what's happening on my phone but could be related to that. Also try verifying the game cache :)

The only changes I made the the INI files were to fix the mouse acceleration and what not basically when the game launched. It was fine afterwards for several days, so I don't think that is the issue to be honest. It just happened after booting up the game in the Glowing Sea area. I noticed it immediately, but even after loading earlier saves when the issue wasn't apparent, it still didn't fix it. There's clearly something wrong, I just don't know what. I'll verify the game cache now and see if it helps.

Have you tried to Verify Integrity of Game Cache in Steam? Could be a damaged or missing file.
