The pre-order page literaly says that if you pre-order, you get an explorer pack that gives (quote) the ability to play as any of the nine races in any Alliance. What exactly does this mean?
Does this mean that you do not buy this, you can not play all 9 races but are limited to 6 or so?
Does it mean that if you buy this, you can play a -say- Breton in any of the 3 factions?
Also... will this explorer pack be purchasable in-game later too, in the cash shop?

It means you can play any race in any alliance.
No, it won't be available in a "cash shop", says so in the FAQ.

No. All 9 races are available to you, no matter when you buy the game.
Yes. You choose your race first, then join whatever alliance you want (or the other way around, but it's really the same thing).

If you get the IMPERIAL edition you can have a Imperial character. This is a 10th player playable race. Any pre-order edition allows you to choose any race and your choice of alliance.

It means that u choose your race and u r not limited to the faction the chosen race belongs to
