I remember there was an utility to transfer the character face between save files but I don't know how it was called. Does anybody remember?

There is, but as far as I know it doesn't have this functionality yet.

Yes, there is a Wrye Bash for Skyrim.

And, yes you can use this program to import faces

The above is specifically for Oblivion, but it should work the same way for Skyrim.
